Description
The purpose of this amendment is to extend the response date to 25 February 2013. This is a Sources Sought announcement for market survey purposes only. This is not a solicitation for proposals and no contract shall be awarded from this announcement. The United States Army Contracting Command-Redstone, Redstone Arsenal, Alabama, anticipates a requirement for up to 2 each, new (with no more than 50 hours), aircraft to replace commercial derivate C-31A (Fokker 27) to be used to perform mission support and transportation throughout the United States and Canada for the United States Army Parachute Team (USAPT). The purpose of this announcement is to gain knowledge of interest, capabilities and qualifications of businesses to compete and perform a firm fixed price contract for the delivery of up to 2 each aircraft. This announcement supports Federal Acquisition Regulation Part 10 Market Research requirement. A. The aircraft shall meet the following minimum criteria: 1. Federal Aviation Administration (FAA) Type Certificate: The aircraft shall be manufactured and certificated under an FAA Type Certificate, as per FAA Part 21 Subpart B (Normal, Commuter or Transport aircraft category), and will be issued an FAA Airworthiness Certificate, as per FAA Part 21, Subpart H, if manufactured in the United States. If the aircraft is manufactured outside the United States, then an FAA Type Certificate and Airworthiness Certificate reciprocity agreement shall be provided. The offeror's shall provide a copy of their Type Certificate with their response to this RFI. 2. Climb Performance: Threshold: The aircraft shall have the capability to ascend from sea level to 14,000 feet Mean Sea Level (MSL) with an average climb rate of at least 1,250 feet per minute and descend from 14,000 feet MSL to sea level with an average descent rate of at least 2,500 feet per minute under International Standard Atmosphere (ISA) conditions with at least 3,000 pounds of cargo, three (3) aircrew (200 pounds each including flight gear), and at least two (2) hours of fuel at normal cruising speed in addition to at least a thirty (30) minute fuel reserve. Objective: The aircraft shall have the capability to ascend from sea level to 14,000 feet MSL with an average climb rate of at least 1,500 feet per minute and descend from 14,000 feet MSL to sea level with an average descent rate of at least 3,000 feet per minute under ISA conditions with at least 3,000 pounds of cargo, three (3) aircrew (200 pounds each including flight gear), and at least two (2) hours of fuel at normal cruising speed in addition to at least a thirty (30) minute fuel reserve. 3. Pressurization: Threshold: The airplane shall have a certificated operating altitude of at least 25,000 feet MSL. The airplane shall have the capability to remain pressurized at all operating altitudes to a cabin altitude which does not require the use of supplemental oxygen. Objective: The airplane shall have a certificated operating altitude of at least 30,000 feet MSL. The airplane shall have the capability to remain pressurized at all operating altitudes to a cabin altitude which does not require the use of supplemental oxygen. 4. Certificated for Instrument Meteorological (IMC) and Icing: Threshold: The aircraft shall be certified for flight in instrument meteorological conditions (IMC) and shall be certified for flight into known moderate icing conditions. Objective: Reference the threshold. 5. CNS/ATM/GATM Compliant: Threshold: The aircraft shall meet all current and anticipated FAA Communications, Navigation and Surveillance/Air Traffic Management System (CNS/ATM) equipment requirements through 2020. This includes, but is not limited to, Automatic Dependent Surveillance-Broadcast (ADS-B) (Out) capability and a Wide Area Augmentation System (WAAS) augmented Global Positioning System (GPS) navigation system. The aircraft shall also be equipped with a 1090 MHz Extended Squitter (1090ES) and Mode S Transponder. Objective: The aircraft shall be equipped with Controller Pilot Data Link Communications (CPDLC) to enable text messaging with Air Traffic Control (ATC) as part of the Federal Aviation Administration's (FAA's) NEXTGEN airspace modernization program. The aircraft shall also be equipped with ADS-B (In) capability. A dual Flight Management System (FMS) would greatly enhance the USAPT's ability to travel throughout the United States and provide redundancy. An FMS which utilizes DME-DME for Area Navigation (RNAV) as a backup to GPS is also desirable. 6. Landing Performance: Threshold: The aircraft shall have the capability to land in 5,000 feet or less over a fifty foot obstacle with a combined total of 5,000 pounds of cargo and fuel on an improved runway at sea level at 30 degrees Celsius. Objective: The aircraft shall have the capability to land in 4,000 feet or less over a fifty foot obstacle with a combined total of 5,000 pounds of cargo and fuel on an improved runway at sea level at 30 degrees Celsius. 7. Take-off Performance: Threshold: The aircraft shall have the capability to take-off over a fifty foot obstacle in 4,000 feet or less with 5,000 pounds of cargo and five (5) hours of fuel on an improved runway at sea level at 30 degrees Celsius. With a total of 5,000 pounds of cargo and 5 hours of fuel achieve a take-off roll of 4,000 feet or less over a 50 foot obstacle on an improved runway at sea level at 30 C. Objective: The aircraft shall have the capability to take-off over a fifty foot obstacle in 3,500 feet or less with 5,000 pounds of cargo and five (5) hours of fuel on an improved runway at sea level at 30 degrees Celsius. With a total of 5,000 pounds of cargo and 5 hours of fuel, achieve a take-off roll of 3,500 feet or less over a 50 foot obstacle on an improved runway at sea level at 30 C. 8. Range: Threshold: Must be able to take-off at 85 F/0 feet pressure altitude with a total of 5,000 lbs. of cargo and fly 1,150 nautical miles, cruise at 230 knots and land with IFR fuel reserve of 45 minutes at cruise (AR 95-1, para 5-2, 2 (c)) Objective: Must be able to take-off at 85 F/0 feet pressure altitude with a total of 5,000 lbs. of cargo and fly 2,300 nautical miles, cruise at 260 knots and land with IFR fuel reserve of 45 minutes at cruise (AR 95-1, para 5-2, 2 (c)). B. The aircraft should also have the following attributes: 1. Equipped to Perform Instrument Approaches: Threshold: The aircraft shall be equipped to perform precision and non-precision instrument approaches to include Global Positioning System (GPS) instrument approaches. Required equipment includes dual IFR-certified GPS/PPS receivers, dual very high frequency omni-directional range (VOR) receivers/display for non-precision approaches with localizer and glide-slope capability for precision approaches. Each of these dual instruments must have the capability to support navigation requirements from both the pilot and co-pilot's positions simultaneously or separate as selected and desired by the aircrew. Objective: In addition to the threshold equipment, the navigation system would also enable the aircraft to execute Area Navigation (RNAV) approaches to Localizer Performance with Vertical Guidance (LPV) minimums. 2. Passenger Load: Threshold: The aircraft shall be certified to carry a minimum of 25 jumpers with equipment, 2 pilots and 1 crew chief (assume weight of individual and equipment to be 250 lbs). Objective: The aircraft shall be certified to carry a minimum of 35 jumpers with equipment, 2 pilots and 1 crew chief (assume weight of individual and equipment to be 250 lbs). 3. Airborne Weather Detection: Threshold: The aircraft shall be equipped with an on-board color weather radar and lightning detection system. Objective: The aircraft should be equipped with on-board color weather radar, NEXRAD weather uplink, and lightning strike finder integrated with aircraft navigation information and displayed on a color multi- function display. 4. Crosswind Capability: Threshold: The aircraft shall have a demonstrated cross wind capability of at least 20 knots during takeoff and landings. Objective: The aircraft shall have a demonstrated crosswind capability of at least 30 knots during takeoff and landings. 5. Minimum Jump Speed: Threshold: The aircraft shall be capable of a minimum controllable jump speed of 105 Knots Indicated Airspeed (KIAS). The use of flaps to obtain these jump speeds is allowed. However, the aircraft must be at or above Velocity Reference (Vref) speed or Velocity Stall (Vso) speed multiplied by 1.3 for that particular flap setting. Full flaps are not authorized. Objective: Reference the threshold. 6. Jump Doors: Threshold: The aircraft shall be equipped with jump doors on both sides of the fuselage near the rear of the aircraft with the capability to open and close the doors in flight. Objective: The aircraft should be equipped with a ramp at the back of the aircraft and jump doors on both sides of the fuselage near the rear of the aircraft with the capability to open and close the ramp and doors in flight. C. In addition to the aircraft capabilities, the selected contractor may be required to provide aircraft manuals and training, and support Government testing and acceptance activities, Production/Design Reviews, Government aircraft fielding, and maintenance. D. Anticipated delivery of one each aircraft is required in Calendar Year (CY) 2017, and one each aircraft in Calendar Year (CY) 2018. E. Offeror's response to this announcement shall be limited to 30 pages and shall include the following information: 1.Offeror's name, address, point of contact, phone number, CAGE Code, and e-mail address. 2.Offeror's interest in bidding on a solicitation in support of this requirement if it is issued. 3.A copy of the Offeror's Type Certificate Data Sheet verifying US civil type certification or a copy of the Federal Aviation Administration (FAA) 8110-12 application for US civil type certification or a copy of a foreign civil airworthiness authority's application and submittal letter to the FAA for US civil type certification. Additionally, if the Offeror's aircraft does not have a US civil type certification, the Offeror shall describe their strategy and timeline to secure an FAA type certification prior to aircraft delivery (FY16 Qtr 3). 4.Offeror's business size and type of business, (if small whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), etc.). 5.Offeror's Joint Venture information, if applicable (existing and potential). 6.Aircraft technical specification brochures and supporting information. 7.Aircraft current commercial market sales pricing, to include any discounts for quantity buys. 8.Has this aircraft been sold to the US Military, if so was this under a FAR Part 12 or 15 contract? 9.Estimated annual aircraft operational costs and cost per flight hour. 10.Description of past experience that demonstrates experience with parachute operation modifications to their aircraft (i.e., hand-holds, foot-steps, static line drop, cargo doors operations in flight, etc.).
