Description
The US EPA intends to procure on a sole source basis with Perkin Elmer Health Sciences, Inc. an integrated Gamma and Liquid Scintillation Counter (LCS) system. The requested equipment (a Perkin-Elmer Wizard2 gamma counter and Tri-Carb 2910 scintillation counter) is needed to support analytical research conducted by EPA scientists under both the Chemical Safety for Sustainability (CSS) and Sustainable Community Health (SCH) National Research Program. This suite of equipment will allow researchers to continue to use standardized radio detection systems for quantitation radionuclides and radioisotopes in experimental samples generated in studies in chemically defined systems, cultured cells, and whole animal studies. Comparability of experimental results across different studies will be facilitated by use of the common analytical platforms and common data processing systems currently in place. The selected instrumentation provides the combination of analytical sensitivi ty and specificity needed to continue supporting research under two national research programs. In particular, the requested equipment will allow EPA to perform radiometric assays including but not limited to tissue dosimetry, protein binding competition assays, protein binding competition assays, assessment of metabolites, capacity/activity of cultured cells and 125-I radioimmunoassays, including automated analysis of activity and generation of standard curves for calibration. The equipment will serve the additional function of fulfilling radiation safety requirements of contamination survey tests. The attributes of the requested instrumentation are of utmost importance for the success of the research as it will accurately and efficiently evaluate current isotopes being used 109-Cd, 73-As, 3-H, 14-C, 125-I, and 32-P but is not limited to these isotopes. Additionally, the instrumentation has a broad keV energy range, preset isotope library and ability to add isotopes as well as versatility of variable sample size. The Liquid Scintillation instrumentation has a samp le load capacity of 408 standard 20ml vials or 720 small vials. The Gamma counter instrument has 3" x 3" well type thallium activated sodium iodide crystal, radiation shielding for detector assembly of minimum of 2.0 inches and conveyor shielding at minimum of 2.95 inches of solid lead, sample load capacity of up to 1000 samples and is capable of measuring six (6) different nuclides with energy range of 15 ? 2000 keV simultaneously. Market research by EPA indicates that no other equipment can meet the sample load capacity required, the Gamma counter requirement for the 3" x 3" well type thallium activated sodium iodide crystal, nor the capability of measuring six (6) different nuclides simultaneously. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm that believes it is capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date is March 15, 2013. EPA requires delivery within six (6) weeks of award.
