Description
Kentucky Project Work Zones Land Survey Specifications The USDA Natural Resources Conservation Service (NRCS) is seeking engineering/surveyor firms qualified to provide boundary and/or topographic surveys of proposed wetland easement areas in support of the Wetlands Reserve Program. Boundary survey work shall include research, field surveys, field notes, computations, boundary monumentation, a survey map, report, boundary description, CD +/- R in ESRI format shape file, and surveyor's certificate addressing title subjections. Requirements for survey mapping: all surveys are to be submitted on hardcopy map and will be closed traverses meeting a minimum accuracy of 1/10,000 after angular adjustments. Methods used to obtain this requirement are at the discretion of the surveyor. Topographic surveys shall include sufficient detail to produce a topographic map of the designated area with half foot contours. Topographic surveys will be provided in the form of a paper map, and electronically on a CD in a format that can be opened in AutoCAD 2005. Surface data used to generate contours will be provided in a form usable in Autodesk Civil 3D and/or Carlson Survey (e.g., dtm file, 3D faces, breaklines, boundary polylines). More detailed information on survey requirements can be found in the attached Land Survey Specifications. Basic Ordering Agreements will only be awarded to a professional, licensed surveyor registered in the State of Kentucky. Work may be ordered for a boundary survey only, a topographic survey only, or both. Firms will be evaluated on the following factors: 1. Professional qualifications necessary for satisfactory performance of required services (20 points). 2. Specialized experience and technical competence in the type of work required (20 points) - Evaluation will be based on knowledge of local survey practices, records research and the approach used on previous surveys to solve problems resulting from conflicting title or physical evidence. 3. Capacity to accomplish the work in the required performance time (20 points) - Evaluation will be based on ability to accomplish multiple work orders to completion within performance time and the ability to add personnel and/or consultants to complete work on time. 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (20 points). Evaluation will be based upon the firm's past experience with government agencies and the private sector in performing the requirements described; cost control, quality and timeliness of performance under previous contracts. References with name and telephone numbers must be provided. 5. Location in the general geographic area of the project zone and knowledge of the locality of the project area (10 points) - Evaluation will be based upon the firms' proximity to the State of Kentucky and the specified project zone the work will be conducted in. Each firm must specify the project zone in which they are submitting a qualification package, if the firm is willing to work in other areas those project zones should be identified - for firms outside of the project zone, provide plan to provide service in a cost effective manner. Firms must clearly indicate the office location where the work will be performed. A copy of the map is attached to this posting. 6. Aggressive internal quality control program (10 points) evaluation will be based on demonstrated results of eliminating or reducing errors and/or omissions. SUBMITTAL REQUIREMENTS Interested and qualified firms should submit no later than 4:00 PM, April 1, 2013: Standard Form 330, Part I Architect-Engineer Contract Specific Qualification and Part II Architect-Engineer General Qualifications. Four (4) sets of the qualification package shall be submitted. Documentation should also be included to address the six (6) evaluation factors listed in this announcement. Please limit narrative responses to one page per evaluation factor. After the evaluation phase, the mostly highly rated firms will be selected for a Basic Ordering Agreement (BOA). Multiple BOAs are anticipated to meet the needs of NRCS Kentucky. Each BOA will be for a period not to exceed five (5) years. In accordance with the Small Business Competitiveness demonstrator program, A&E services (including surveying and mapping) are a designated industry group which should be solicited unrestricted for solicitations greater than the emerging small business limit of $50,000. All businesses may submit the qualification statements for this UNRESTRICTED competition. All firms must be registered in the System for Award Management (SAM), www.sam.gov to be considered for an award of a federal contract.
