- The U.S. Coast Guard Surface Forces Logistics Center, contracting and procurement IBCT product line intends to issue a solicitation requesting proposals for dockside repairs for the U.S. Coast Guard Cutter SMILAX (WLIC 315) a 100 foot inland construction tender home ported in Atlantic Beach, NC. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. As a result of the change of location of work performance from possibly three locations to one location and the change in vendor interest, this requirement is now being conducted as a small business set aside. The location of work performance will be the Industrial Support Facility, Portsmouth, VA pier. The NAICS code will be 336611 and the small business size standard will be less than 1000 employees. The solicitation will be issued as a best value request for proposal (RFP) approximately 12 February 2013 with proposals due approximately 12 March 2013. Proposals will be evaluated using price and past performance as evaluation factors with past performance being considered more important than price. The solicitation/RFP will be issued via the Federal Business Opportunity (FedBizOpps) website at http://www.fbo.gov/. A hard copy solicitation will not be issued. Contractors will need to monitor the FedBizOpps website for RFQ/solicitation release and any subsequent amendments. The performance period is anticipated to be from approximately 21 May 2013 - 3 July 2013. The contractor who wins the award should precede on all work items at the start of the contract and be prepared for the crane delivery. Although the crane is scheduled to be delivered shortly after contract award, this should not delay the contractor as there are plenty of work items to complete such as removal of old crane air lines, buoy deck hull fitting inspections, cargo hatch repair, etc.... The pedestal for the crane will be installed during a separate performance period on a different contract in March or April 2013. During this dockside the remaining crane components (engine etc) will be installed. In the upcoming solicitation contractors are asked to propose prices for accomplishing all work items at the Industrial Support Facility, Portsmouth, VA Pier.
