- 34 TON LOW-BED TRAILER - Specification dated 12 Dec 2012 THE TRAILER SHALL BE PROVIDED WITH ALL NEW PARTS AND THE FOLLOWING MINIMUM EQUIPMENT AND CAPABILITIES: 1.CONFIGURATION 1.1.The trailer shall be a 2012 model year or later and all trailers shall be the same make and model. 1.2.The company providing the trailer shall have at least 10 years experience in manufacturing commercial trailers. 1.3.The trailer shall be a 34 ton (68,000 lbs) (30,844 kg) low-bed type trailer that is compatible with a M915A5 6x4 military tractor which shall be referred to as the prime mover herein (reference paragraph 15 for prime mover information). 1.3.1.The trailer shall be compatible with and capable of being safely towed by the prime mover with the trailer empty and at full payload capacity. 1.3.2.The trailer shall be capable of safely transporting various heavy equipment including both wheeled and tracked vehicles and general cargo. 2.SAFETY 2.1.The trailer shall meet all applicable U.S. Federal Motor Vehicle Safety Standards (FMVSS). 3.STANDARD EQUIPMENT 3.1.Light package to include, at a minimum: turn signals, taillights, backup lights, and brake lights. 3.2.All lights shall be LED. 3.3.Rearmost axles shall be provided with anti-sail mud flaps. 3.4.For trailers shipped to Afghanistan: 3.4.1.All instruction diagrams and warning labels shall be in both Dari and English, or in universal symbols, and shall be permanently attached to the trailer. 4.RATINGS 4.1.Trailer ratings shall be the manufacturer's published ratings at the time of offer. 4.2.Component ratings shall not be raised to meet requirements. 4.3.All individual components, including but not limited to axles, suspension, frame, and tires shall, at a minimum, be rated at or above the Gross Vehicle Weight (GVW) specified for the trailer. 5.DIMENSIONS/WEIGHTS/AXLES/SUSPENSION 5.1.The trailer shall have a minimum 10 inches (25 cm) of ground clearance. 5.2.Usable cargo deck length shall be at least 350 inches (9 meters). This length shall be considered the flat usable load space available for transporting of heavy wheeled and tracked vehicles (measured from the back of the gooseneck to the front of the beavertail). 5.2.1.Trailer deck shall cover all wheels. 5.3.Cargo deck width shall be at least 100 inches (2540 mm). Swing-out outriggers, if applicable, shall not be included in the cargo deck width calculation. 5.4.Cargo deck height shall not be greater than 44 inches (1117 mm) from the ground. 5.5.Trailer length shall not exceed 55 feet (16.8 meters). 5.6.Axle stops or equivalent devices designed to prevent rear axle overloading during heavy equipment loading and unloading operations shall be provided. 6.BRAKES 6.1.The trailer shall be provided with an air service brake system with a failsafe/breakaway system. Gladhands shall be in accordance with SAE J318. 6.2.The trailer shall be equipped with spring parking brakes on a minimum of one axle. 6.3.The trailer shall be provided with an Antilock Brake System (ABS). 6.3.1.At a minimum, the ABS shall be a 4S/2M system. 7.TIRE AND WHEEL ASSEMBLY 7.1.The trailer shall be provided with tubeless on-off road tires. 7.2.All tires including spare shall be the same size, load rating, and tread design and manufacturer. 7.3.All tires and wheels shall be interchangeable with one another. 7.4.Two spare tire and wheel assemblies with holders shall be provided and shall not be located on the cargo deck of the trailer. Location of spare tire and wheel assembly shall not impede loading or unloading of cargo. 7.5.Means shall be provided to assist with the loading or unloading of the spare tire (i.e. davit, winch or equivalent). The location shall not impede loading or unloading of cargo. 8.PERFORMANCE 8.1.Trailer shall be capable of being stored and operated in temperatures ranging from -20 to 120 F (-29 to 49 C). 8.2.Trailer shall be capable of operating 90% of mission on paved, unpaved roads and 10% off road. 8.3.Trailer shall be capable of carrying a minimum of 34 tons (68,000 lbs) (30,844 kg) payload on and off road. 8.4.Trailer shall be capable of shallow water fording to a minimum of 24 inches (60 cm) without a fording kit. 8.4.1.All wiring and lights located at or below fording level shall be water proof. 8.5.Trailer shall be capable of being safely towed at GVW at speeds up to 50 mph (80 kph) on paved roads. 8.6.The parking brake shall hold the trailer at GVW on a dry, hard surface at 20% longitudinal grade when uncoupled from the prime mover. 9.ELECTRICAL SYSTEM 9.1.Trailer shall be compatible with the prime mover's 12 volt and 24 volt electrical system. 9.1.1.The trailer shall be provided with a SAE J560 7 pin connector and NATO 12 pin connector and wired accordingly. 9.2.The trailer shall be provided with 12 volt LED lighting. 10. COLOR 10.1.The color shall be holly green, color chip 14090 in accordance with FED-STD-595 or equivalent. 11. TRAILER 11.1.The payload capacity of the trailer shall be at least 34 tons (68,000 lbs) (30,844 kg). 11.2.The trailer shall be provided with a metal frame and hardwood planking. Planking shall have a minimum thickness of 1.75 inches (44.4 mm). 11.2.1. Deck construction shall be of metal and hardwood planking. 11.3.The trailer shall be provided with a beavertail and spring loaded ramps. Ramp operation shall require not more than two personnel. 11.3.1. Beaver tail angle shall be between 14 to 21 degrees from horizontal. 11.4.A metal tire rack, capable of holding a minimum of four (4) additional spare tires, shall be provided that allows for easy access and securing of the tires. 11.5.An electric winch shall be provided with a minimum rated capacity of a single line pull of 15,000 lbs (6,803 kg) to assist in loading of disabled vehicles. 11.5.1.The winch shall be powered by an independent electrical system located on the trailer that allows the winch to be used while uncoupled from the prime mover. 11.5.2.Maintenance free batteries shall be provided that are securely stowed in a compartment that provides protection from the elements (e.g. water, sand, etc.). 11.6.A potable water tank, with a minimum capacity of 26 gallon (98.4 L) shall be provided and secured to the trailer. 11.6.1.The water tank shall be provided with a bibcock with a nominal 3/4 in (19 mm) dia. discharge outlet to allow for garden hose attachment. 11.6.2.A cap shall be provided to allow for refilling of the water tank. The cap shall be able to be securely held in place to prevent debris and sand from entering the water tank. 11.6.3.The location of the water tank shall not impede or interfere with loading and unloading of cargo or normal trailer operation. 11.7.At least ten (10) stake pockets shall be provided. The stake pockets shall be provided at sides of the cargo deck. 11.8.Multi-position and removable track guides shall be provided to aid in aligning and to prevent shifting of the trailer payloads. 11.9.The trailer shall be provided with retractable landing legs to support the front of the trailer at GVW, when not connected to the prime mover. Landing leg height shall be adjustable to facilitate coupling/uncoupling of the trailer to the prime mover. 12. TRAILER EQUIPMENT 12.1.Lockable tool box(es) or well(s) or equivalent, of sufficient size to hold all provided tools and accessories shall be provided. 12.1.1. All lock(s) shall be keyed alike. 12.1.2. At least two keys shall be provided with each trailer. 12.2.Tire changing tools and lifting jack shall be provided. The lifting jack shall have the capacity to be used with the trailer at GVW. 12.3.At least one set of wheel chock blocks shall be provided. 12.4.At least one (1) ABC type fire extinguisher, minimum 10 pound (4.5 kg) capacity, and mounting bracket shall be provided. 12.5.A minimum of eight tie-down straps with hooks and ratchets shall be provided. Tie-down strap length and rated capacity shall be appropriate for the payload. 12.6.A minimum of four tie-down chains with hooks and binders shall be provided. Tie-down chain length and rated capacity shall be appropriate for the payload. 12.7.A minimum of sixteen (16) (8 per side) tie-down D-rings shall be provided on both sides of the cargo deck. Tie-down D-ring size and rated capacity shall be appropriate for the payload. 13. CORROSION PROTECTION 13.1.The trailer shall be provided with a 16 year corrosion performance life. 14. RADIO FREQUENCY IDENTIFICATION (RFID) TAGS 14.1.Each trailer or item and associated lot of spares shall be tagged with a removable active RFID data rich tracking tag, specifically designated as either: 14.1.1. Savi ST-654-001 (NSN 6350-01-523-1998) 14.1.2. Identec I-Q310 DRT 14.1.3. Savi ST-654-031 14.1.4. Evigia EV3-DRT 14.2.The active RFID tag shall have at least 128 Kbytes of memory. 14.3.The active RFID tag shall be compliant with ANSI standards or ISO 18000/7. 14.4.The tag shall be located on the exterior front of the trailer and for the spares the tag shall be located on the pallet or container. 14.5.The tag shall be securely affixed to the trailer or item and associated lot of spares with two or more plastic cable ties. 14.6.The tag data and electronic data field format shall be in accordance with specifications established by Joint Total Asset Visibility (JTAV) version 2.0, section 3.4.1 quote mark Commodity Item Database Format quote mark with the following clarifications: 14.6.1. The quote mark document field quote mark titled quote mark DOCUMENT quote mark shall be the document number (e.g. quote mark milstrip quote mark ) as specified by the Government procuring agency. 14.6.2. The quote mark MISC1 quote mark field shall be the item serial number, if available. 14.6.3. The quote mark MISC2 quote mark field shall be used for user comments (e.g. contract number). 14.6.4.
