Description
The classification code for the pre-solicitation notice posted today is corrected from: M-Operation of Government-owned facilities to: S- Utilities and housekeeping services. All other information contained in the pre-solicitaion notice below remains unchanged. This is a pre-solicitation notice to announce that the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), National Emergency Training Center (NETC), intends to issue a Request for Proposal (RFP) for Facility Operations and Maintenance Support Services at the NETC located in Emmitsburg, Maryland. The primary services to be performed are operation, maintenance, repair, alteration (including minor construction), housing, transportation, repair of mechanical/electrical systems and structures; CCTV systems, HVAC, ground maintenance; construction inspection services; logistical and administrative support for the students, copying, duplicating, mail, audio visual maintenance, housekeeping, warehouse and supply services, and property management. Student support includes residential, and transportation services. In performing these services, the Contractor shall provide all parts, labor, supervision and administration, tools, equipment, vehicles, vehicle and equipment fuels, vehicle and equipment maintenance required, unless specifically identified as Government furnished in the solicitation. The Contractor shall be required to provide the required project management, administrative services, support services, scheduled maintenance services, trade craft services, landscaping services, housekeeping services, and student support services. RFP ISSUANCE DATE: The projected issuance date of the RFP is on or about March 20, 2013, with a projected closing date of May 6, 2013. Award of a firm-fixed price contract is expected for this acquisition. The period of performance is a total of five (5) years (Base Period, plus four one-year option periods). It is anticipated that the new contract will be awarded during the month of September, 2013, with an effective date of October 1, 2013. The contractor will have full responsibility for all services beginning on this date. The RFP will be posted electronically on the Federal Business Opportunities (FBO) website (www.fbo.gov) on or about March 20, 2013. All interested parties may obtain a copy of the solicitation by downloading it from the FBO web page. Any amendments issued to the solicitation will also be available at the FBO website mentioned above. NO HARD COPY DOCUEMNTS WILL BE ISSUED. SITE VISIT: It is anticipated that the site visit will be scheduled on or about April 1, 2013; however, the definite site visit date will be identified in the solicitation package. GENERAL INFORMATION: The NETC intends to set this requirement aside 100% to small business concerns on a competitive basis. The North American Industry Classification System (NAICS) code is 561210, Facilities Support Services-Base Maintenance, with a small business size standard of $35.5 million [average annual receipts for 3 preceding fiscal years]. This requirement will be subject to the Service Contract Act and the applicable wage determination will be included in the solicitation package. FEMA posts all required notices of its contracting opportunities on the FBO site. Potential offerors who download copies of solicitations may register at FBO to automatically receive e-mail notification concerning issued amendments to the applicable solicitation. Registration is optional. You may still view plans/specifications and amendments without registering. If you register for the solicitation, you will receive a courtesy email from FBO notifying you of all amendments to the solicitation, all of which will be posted to the website. Registration for the solicitation, however, does not release bidders/offerors from the responsibility of checking the FBO website for solicitation amendments.
