Description
*** This presolicitation is designed to give industry advanced notice of National Geospatial Intelligence Agency's intention to request proposals for the Financial Statement Audit (FSA) and Federal Information Security Management Act (FISMA) evaluation services in the near future. This notice does NOT require action or a response by offerors. The response date is simply the date on which this announcement will be archived by FedBizOpps. *** The National Geospatial - Intelligence Agency (NGA) has requirements for Financial Statement Audit and Federal Information Security Management Act (FISMA) evaluation services in support of the NGA Office of the Inspector General (OIG). OIGis seeking to obtain an independent audit of the annual financial statement as well asan independent evaluation of NGA's information security program and practices related to the financial and non-financial systems. The Request for Proposal, number HM0177-13-R-0002, is estimated to be issued in late-February or early-March 2013. Contract award is estimated for June 2013, assuming NGA is no longer under a continuing resolution and a DoD appropriations bill has been passed. The contract award will be subject to FAR 52.232-18 Availability of Funds (APR 1984). The FSA FISMA procurement will be conducted under full and open competition with no set-aside. The government anticipates a single award contract with a one-year base period and four one-year option periods renewable annually, but not to exceed five years. The contract performance period is expected to commence on 01 June 2013. The contract will include Firm-Fixed Price Level of Effort Term (FFP- LOET) -CLINs for the FSA and FISMA tasks as well as a Firm Fixed Price(FFP) CLIN for Travel expenses. NGA expects to use Best Value - Trade Off evaluation methods and acquisition procedures as described in FAR Part 15. Contract award will be made to the offeror who provides the best overall value to the Government in terms of the evaluation factors listed in Section M of the RFP. The applicable North American Industry Classification System (NAICS) code is 541211 -- Offices of Certified Public Accountants. Any projected proposal due dates and times in this synopsis and any subsequent updates are estimates only; the actual proposal due date and time will be established in the final RFP. The RFP will be available to interested parties, along with any amendments issued, solely on the World Wide Web site via the Acquisition Research Center (ARC) at https://arc.westfields.net/ to provide equal access to information for all potential offerors. New users of the ARC must first register (using the "Create New Account" button on the Web page) and obtain a user identifier and password to use for login at the site. Once registered and logged in at the ARC, a user can click and select the "Financial Statement Audit and Federal Information Security Management Act (FSA FISMA) evaluation" ARC webpage under "Current Efforts". Should you have any questions regarding the use of the ARC website, please contact the ARC Web Team at dev@westfields.net. No paper copies of the solicitation will be furnished. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. Prospective contractors must be registered in the System for Award Management (SAM) database ( https://www.sam.gov/portal/public/SAM/ ) with the NAICS code 541211, prior to award of a government contract. Offerors are further advised that failure to register in the SAM Database with the correct NAICS code will render your firm ineligible for award. Registration requires applicants to have a valid Data Universal Number System (DUNS)number. The Government recommends registering immediately in order to be eligible for timely award.
