- Department of Health and Human Services This is a Request For Information (RFI) only. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The National Institutes of Health (NIH) will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Summary The NLM is interested in receiving feedback from industry experts on a better understanding of industry capabilities, potential sources, industry practices, potential acquisition strategies and changes in technology relevant to an upcoming requirement for the upgrade to Oracle Release 12 (R12) within the NIH Business Systems (NBS) Office. The National Institutes of Health Business System (NBS) is an Oracle Commercial-off-the-shelf (COTS) business software package that automates and links NIH's administrative processes, resources and financial information. The NBS program is considering a significant upgrade of its Oracle 11.5.10.2 e-Business Suite (EBS) applications to the latest release of Oracle R12. The attached RFI (ref. NIH NBS No. NIHLM2013680) provides more information on the background and scope of this requirement as well as instructions for submitting responses to this RFI. Submission Requirements The NIH intends to seek information from industry experts (i.e. considering all small business concerns, large businesses, as well as other government agencies). RFI responses shall be written in Microsoft Word format and should not exceed thirty-five (35) pages with Times New Roman font greater than or equal to 12 pt. This is the overall total page limit for responses to the attached RFI and includes responses to both the Technical Questions (which has a page limit of thirty (30) and the Business Questions which has a page limit of five (5)). Respondents are strongly urged to adhere to this page limitation as well as to limit marketing material in order to provide more substantive information in their response. Only one RFI response is permitted per vendor. Please include a cover page, identify the technical and administrative points of contact for the organization, including names, titles, addresses, telephone and fax numbers, e-mail addresses, and organization name. RFI responses should be in compliance with the instructions of the attached RFI document. RFI responses must be sent via email as a Microsoft Word attachment to the following email address: Raymond Hawkins (hawkinsra@mail.nih.gov) and Sally Boakye (sally.boakye@nih.gov). In addition to your electronic response, please mail five (5) hardcopies to the following address by the aforementioned deadline. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
