Description
The Naval Air Systems Command intends to negotiate and award an integration study delivery order under an existing Basic Ordering Agreement for Image Navigation. The study will consist of an assessment of requirements to integrate the Image Navigation Phase III SBIR software into the existing Tactical Tomahawk Block IV Operational Embedded Software (OES) as well as any resultant impacts to the Tomahawk Command And Control System for mission planning. The total effort will culminate with cost and schedule estimates for a follow-on Engineering Change Proposal (ECP). For the purposes of this study, NAVAIR intends to award the integration assessment effort to Raytheon Missile Systems, PO Box 11337, Bldg 9022 M/S K1, Tucson, AZ 85734-1337. Since 1998, Raytheon has been the sole developer, designer and manufacturer of the Block IV Tactical Tomahawk Missile. Raytheon solely possesses the data rights to the current hardware and software configuration technical data packages for the Block IV Tomahawk Missile. Raytheon also possesses the accredited missile performance analysis tools required for evaluation of missile navigational performance with image navigation against current performance requirements. Raytheon currently manages the key requirements, interface, integration, and verification documents for the Tomahawk Missile. Because detailed knowledge of the Block IV Tomahawk Missile is required to perform the effort, Raytheon is the only source capable of accomplishing the integration of this requirement in the required timeframe without significant duplication of cost.
