- This notice is for market research only. THIS IS NOT A REQUEST FOR QUOTATIONS. The information received under this announcement may be used to purchase items for Government testing and/or to prepare a solicitation package. The U.S. Army Institute of Public Health, Drinking Water and Sanitation Program, Aberdeen Proving Ground, MD is conducting a market investigation on behalf of the Assistant Secretary of the Army for Installations, Environment, and Energy [ASA (IE&E)], to identify products, suppliers, and manufacturers of commercial off-the-shelf (COTS) water quality analysis sets (WQAS) and component equipment with capabilities for deployed Warfighters in austere field operations to monitor their drinking water quality. The U.S. Army is interested in identifying companies' products, technologies, and capabilities to provide WQAS or components for the determination of water quality based on the standards outlined in U.S. Army Technical Bulletin Medical 577 (TB MED 577), Sanitary Control and Surveillance of Field Water Supplies (http://armypubs.army.mil/med/index.html). The market research will focus on test strip, dip stick, hand held meters, and other applicable technologies. Products of greatest interest are those that will reduce the weight, power, time burdens on the operator, and expand the capabilities of currently fielded solutions in the WQAS-Preventive Medicine (WQAS-PM). The major components of the current WQAS-PM include: -DREL 2800 Spectrophotometer -SensIon 156 pH and conductivity meter -2100P Portable Turbidimeter -Digital Titrator -Colilert P/A (total coliform and E.coli) -Arsenic Quick Kit (add-on) -Lead Test Strips (add-on) -CHEMets Cyanide Test Kit (add-on) Lightweight versions of the WQAS-PM are fielded with a handheld DR890 colorimeter in lieu of the DREL 2800 spectrophotometer. WQAS components sought are lightweight, easy to operate and maintain, compact in size, ruggedized and capable of providing rapid and accurate results consistent with or superior to currently fielded solutions such as the WQAS-PM. Reagents and test strips should have an unused storage life of a minimum one year. Products should be able to analyze or screen for one or more of the Military Field Water Standards (MFWS) outlined in TB MED 577 or the U.S. Environmental Protection Agency's National Primary and National Secondary Drinking Water Standards. The detection limit ranges for these analytes and water quality parameters should meet or exceed the ranges identified in TB MED 577. Methods of testing should involve minimal manipulation by relatively untrained personnel, and calculations should be avoided or held to a minimum. Batteries, if used, must be commercially-available and compatible with commercial shipping and air transit requirements. Interested companies should respond no later than 29 March 2013 with information on their current commercial product(s) and how they might address the capability for monitoring water quality in field operations by deployed Warfighters. Responses should include information regarding company background/experience, personnel, and facilities. Product information provided should include cost, detailed technical information (i.e., technical literature, independent or pending laboratory test data, capacity data, device temperate exposure data, as well as illustrations, photographs, any relevant patents and one or more samples of the test equipment for evaluation (optional) or instructions on how the equipment may be obtained. Firms responding should indicate whether or not they are small, and women-, veteran-, and/or minority-owned businesses.
