Description

1. The statutory exception permitting other than full and open competition for this acquisition is 10 USC 2304(c) (2) and FAR 6.302-2, Unusual and compelling urgency 2. The RRMC Uninterpretable Power System (UPS) had a 5 year Preventive Maintenance and Repair contract with En-Net Services that was competitively awarded by the Technology Application Office (TAO). The base year of the preventive maintenance contract had expired. At this time Contract Support is being provided by Washington Headquarters Services Acquisition Directorate (WHS AD). To ensure there is no interruption in Preventive Maintenance/Repair Service a 6 month bridge contract was administered to En-Net Services to give WHS AD ample time to advertise and competitively award another 5 year contract. 3. RRMC has an URGENT and COMPELLING requirement to ensure that we had this continues service. 4. Impact: The effort to contract with full and open competition would cause delays and there is a risk that the URGENT and COMPELLING requirement would not be met. This could result in an adverse result in the event of a LIFE THREATENING emergency. 5. A new requirement for a 5 year contract will be solicited in the near future.
