NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION The North American Industry Classification System (NAICS) code for this acquisition is 339113 (All Other Miscellaneous Manufacturing) with a size standard of 500 employees. The Product Service Code (PSC) is 6515. To promote early exchange of information with industry in accordance with FAR 15.2, Naval Air Warfare Center Aircraft Division, Human Systems Department (NAWCAD 4.6) of Patuxent River, Maryland is issuing this Request for Information (RFI). NAWCAD is requesting information from industry to identify qualifed sources to provide earplugs meeting the specified criteria. REQUIRED CAPABILITIES NAWCAD 4.6 is seeking information regarding the availability of earplugs meeting the following capabilities: • Earplugs shall be tested in accordance with ANSI 53.19-1974 (or equivalent) or ANSI S12.6-2008, Method A (or equivalent) to determine mean and standard deviation values for attenuation at each octave-band from 125 Hz to 8 kHz. • For each octave-band center frequency from 125 Hz to 8 kHz, the mean attenuation minus two-times the attenuation standard deviation for that octave band shall be greater than or equal to the following values: o 125 Hz - 23 dB o 250 Hz - 21 dB o 500 Hz - 32 dB o 1 kHz - 13 dB o 2 kHz - 17 dB o 4 kHz - 15 dB o 8 kHz - 13 dB • Companies should provide supporting information regarding the following for their product(s): o designed for comfort o designed to be worn for long periods of time o designed for ease of insertion and removal o designed for quick insertion time SUBMITTAL INFORMATION Potential offerors are invited to describe their capabilities to provide the product as described herein. Product information shall be submitted at no expense to the Government and will not be returned. All submissions will receive email confirmation of arrival but only down-selected materials will receive further results and communication from NAWCAD. Proprietary data MUST be marked on a page-by-page basis and will be kept confidential and protected in accordance with the Uniform Trades Secret Act. It is requested that interested businesses submit a brief capabilities statement package of no more than 10 pages in length (10 point font minimum) demonstrating ability to provide the product described herein. This documentation must address, at a minimum, the following: (1) Company profile to include: company name, company address, points-of-contact information including name, phone number, fax number and e-mail address, number of employees, office location, CAGE code, DUNS number, and a statement regarding current small business size status under the associated NAICS code; (2) Statement of capability demonstrating background, experience, skills, ability and availability to fulfill the Government's requirements described herein, to include recommended improvements. This can also include current or past performance of providing this or similar products to the Government. (3) Estimated cost, typical delivery schedule, and anticipated volume discounts. (4) Interested sources shall state whether their product is available commercially. If applicable, a description of currently available commercial products should be provided, as well as a discussion of the ability to modify existing products or develop new products that could meet the requirements described herein. (5) Independent, certified laboratory data demonstrating that the basic material meets the specified requirements. (6) Pursuant to 10 U.S.C. 2533a, vendors must certify their product is Berry Amendment compliant - manufacturers must list the origin and place of manufacturing operations of all components. (7) Interested manufacturers are requested to submit no less than five sample pairs of their earplug product; however, 100-200 pairs is preferred in order to conduct testing. Samples shall be sent to DEPARTMENT OF THE NAVY, NAVAL AIR WARFARE CENTER, ATTN: HANK SMITH, CODE 4.6.7.3, 48110 SHAW ROAD, BLDG 2187, SUITE 1240-D3, PATUXENT RIVER, MD 20670-1127. The samples should be received no later than the RFI response date of 22 Feb 2013. Responses to this RFI shall be submitted electronically by email to charles.h.smith3@navy.mil and lanita.meyers@navy.mil. Responses shall be received no later than 10:00 a.m. Eastern Standard Time on 22 Feb 2013. Classified material SHALL NOT be submitted.
