Description
Amendment 3 - Extension of Closing date to 28 February 2013 The U.S. Army Corps of Engineers(USACE) Marine Design Center(MDC) intends to initiate a commercial items procurement RFP (Request for Proposal) to acquire new floating hose quick-connect couplings for the U.S. Army Corps of Engineers, St. Louis District's Dustpan Dredge POTTER. Marine Design Center, is issuing this solicitation to acquire new 32 inch I.D. quick-connectors for the Dredge POTTER. The project includes engineering and design, construction, and delivery of the new components. The USACE Dredge POTTER a Dustpan Dredge 234 feet long with a 46 foot Beam, which operates in the Mississippi River. The POTTER discharges dredged material through a 800-2400 feet long discharge pipeline. The objective of this procurement is to facilitate safe and quick assembly and disassembly of the pipeline in approximately 400' long segments. The floating hose quick connect coupling will connect the pipeline segments and allow it to be quickly and safely connected/disconnected. The Government intends to procure major components and technical expertise to procure the new floating hose quick connect system. Optional items for spares will be included. The major components to be procured are as follows: Quick Connects Quick Connect Halves All components are to be delivered to St. Louis, MO. The optimal Period of Performance for the contract, including delivery, would be delivery by 30 June 2013 but alternate delivery dates will be considered as part of a best value determination. Liquidated damages may be included with this acquisition. Offers will be evaluated on the following criteria: 1. Product Technical Performance 2. Past Experience and Past Performance 3. Proposed Delivery Schedule 4. Price A Request for Proposal (RFP) number W912BU-13-R-0014 (the solicitation) will be available on or about 10 January 2013 with a closing date of on or about 28 February 2013 at 1300 hours (EST). Hard copies will not be available and telephonic, written or fax requests will not be accepted. The official media for distribution of this RFP (Request for Proposal) is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the Offerors responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Offerors are responsible for printing copies of the RFP and any amendments. Three (3) copies of the proposals will be delivered to: U.S. Army Corps of Engineers CENAP-CT-S, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, ATTN: Robert Hutcheon. Electronic submission, via e-mail or fax, IS NOT acceptable. All offers are due on 13 February 2013 by 1300 hours (EST). All contractors are required to be registered in the System for Award Management (SAM) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the SAM website at www.sam.gov. Instructions will be included in the solicitation. Also, firms who receive a Federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS Report on your employment of targeted veterans.
