- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire, through full and open competition, professional, technical, and administrative services in support of the Chief of Naval Operations (OPNAV), Fleet Readiness Division (N43). This requirement is for the procurement of professional, technical, and administrative services to aid in maintaining multiple separately managed models and integrate them into a flexible fully integrated portfolio of Fleet Readiness Models that provide relevant information for OPNAV decision makers. The contractor will be required to conduct business cases analysis, develop migration plans, conduct research related to Fleet Readiness Model data, and refine models to fulfill readiness modeling tasks. It is expected that support will be necessary at the contractor ™s facility. The range of required tasks to accomplish OPNAV N43 ™s requirement covers: Operations and Maintenance of Maritime Readiness Models; Operations and Maintenance of Aviation Readiness Models; Operations and Maintenance of Expeditionary Models; Modeling Enhancements and Compliance; and Portfolio Integration. The specific actions and/or tasks required under this contract will be identified on individual task orders issued under this contract. Travel will be required in support of this requirement. The solicitation shall contain a requirement for a base ordering period of 01 July 2013 through 30 June 2016 with one three-year option period. For planning purposes only, it is estimated that the requirement will call for 406,674 man-hours of service over the life of the contract, if all options are exercised. The government is contemplating the award of multiple CPFF IDIQ type contracts. Offerors shall be required to submit both cost and technical proposals. The Navy ™s evaluation of proposals will consider the offeror ™s technical proposal significantly more important than the offeror ™s cost/price proposal. In the event that a small business submits a technically qualified proposal response and has a price proposal which is within the competitive range of offers received, then award(s) will be reserved for these small business concern(s). The applicable NACIS code is 541990. The size standard is $14.0M. The FSC is R499. All responsible sources may submit a proposal, which will be considered by NAVSUP FLC Norfolk, Contracting Department, Philadelphia Office. Upon its release, the solicitation will be issued electronically and be available for downloading at the NECO website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 13 March 2013. The closing date for the receipt of offers will be set forth in the RFP. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFP and any amendments hereto. The Government will not pay for the information received. By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award.
