- Smithsonian OSHA specifications Asbestos abatement and removal RFP The Smithsonian Institution on behalf of the Smithsonian Institution National Museum of African American History and Culture ("NMAAHC") is soliciting proposals and bids from companies to provide services ("Services") in connection with the removal and disposal of asbestos containing materials ("Materials") from an artifact donated to NMAAHC, known as the guard tower artifact ("Artifact") located at Camp H on the Louisiana State Penitentiary ("LSP") Angola grounds ("Grounds") and disposing of the Materials subject and pursuant to the Memorandum of Understanding between LSP and the Smithsonian Institution, the Smithsonian Office of Safety, Health and Environmental Management (OSHEM) specifications, Occupational Safety and Health Administration (OSHA) regulations and guidelines and the US Environmental Protection Agency ("EPA") National Emissions Standards for Hazardous Air Pollutants (NESHAP) regulations and standards (all attached hereto and made a part hereof), and all federal, state and local laws and regulations (collectively, "Guidelines, Regulations and Laws"). (see also attached Sampling Report) The selected contractor ("Contractor") will be required to provide NMAAHC staff with a final report that includes asbestos abatement procedures, results and photo documentation (electronic and hard copy formats). Upon completion of abatement, Contractor will be required to hire an independent industrial hygienist to perform testing and analysis. If unacceptable levels of asbestos are still present, the contractor will be required to continue the abatement process until the presence of asbestos is no longer detected in the Artifact. The Smithsonian intends to award one firm-fixed priced contract. The Contractor shall furnish all supervision, labor, materials, equipment, tools and facilities necessary to perform the services as specified above and in B.2 below. The information provided by Offeror(s) in their technical and business proposals ("Proposal(s)") will provide the basis for evaluation. This solicitation for services is a highly competitive process and to assure that Proposals are given full consideration, Offerors must adhere to the requirements set forth herein. The purpose of this RFP is to provide all interested prospective offerors ("Offerors") with sufficient information to enable them to prepare and submit Proposals for consideration by the Smithsonian. All Proposals should reflect the Offeror's willingness and capability to provide high quality professional services to the Smithsonian at a reasonable price. Detailed information on how to provide the Proposal Specifications can be found in Section D of Part I of this RFP, Solicitation. Other requirements and specifications can be found below. Any deviations or exceptions from the requirements and specifications of Part II of this RFP, Proposed Contract, should be specified in Offeror's proposal.
