- MRO PWS MRO RFI Notice Request for Information This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. The Department of Defense (DoD), Washington Headquarters Services (WHS), Acquisition Directorate (AD) is issuing this RFI to obtain information to assist in developing the acquisition for Medical Review Officer Review and Urine Collection Services for the Department of Defense (DoD) Civilian Employee Drug Testing Program, Office of Deputy Assistant Secretary of Defense for Readiness (DASD(R)). The anticipated period of performance for this requirement is five (5) years; one (1) 12-month base period, and four (4) 12-month option periods. Service is anticipated to commence on approximately 01 SEP 2013, and allow for a 30 calendar day transition period at the start of the contract. To this end, the WHS Acquisition Directorate is seeking the following information from interested companies with respect to the following questions: • Based on the information provided in the draft PWS, what additional information will help you prepare a competitive proposal, and mitigate risk? • Are there any potential problems, challenges or concerns that you think the Government should be aware of? • Provide a rough order of magnitude (sample pricing structure) for market research purposes. INFORMATION SUBMISSION INSTRUCTIONS: The response to this RFI is limited to ten (10) single sided pages including all attachments, charts, etc. (single spaced, 12 point font excluding charts and graphics) and should also include current business size status, and any applicable Federal Supply Schedule. This indication should be clearly marked on the first page of the response, as well as the eligible business concern's name, point of contact, address, and cage code. All responses to this RFI must be submitted electronically (via e-mail) to Elizabeth Johnson, Contracts Specialist, at elizabeth.johnson@whs.mil; and, Reginald Solomon, Contracting Officer, at Reginald.solomon@whs.mil. Facsimile responses will not be accepted. RESPONSE CUT-OFF TIME/DATE: Responses to the information above are due no later than 12:00 p.m. (EST) on Thursday, March 7, 2013. Responses received after this date and time may not be considered. DISCLAIMER AND IMPORTANT NOTES: This RFI is for information and planning purposes only and shall NOT be construed as a solicitation or as an obligation on the part of the Government. This RFI does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this RFI should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in Federal Business Opportunities. However, responses to this RFI will not be considered adequate responses to a solicitation. Information and materials submitted in response to this RFI WILL NOT be returned. The Government does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this RFI, the Government MAY issue a Request for Proposal (RFP). There is no solicitation available at this time. However, should such a requirement materialize, all information will be appropriately solicited and publicized for industry review. No basis for claims against the Government shall arise as a result of a response to this RFI or the Government's use of provided information as either part of a potential RFP related to this requirement or in developing specifications for any subsequent requirement. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
