- This posting provides the following Pre-Solicitation Notice with respect to the issuance of a Request for Proposal (RFP) for the renovation and new construction of three Commissariats (Police Stations), in Haiti. The Projects are at : 1) Hatian National Police Commissariat (HNP)-Saint Marc Court House; 2) HNP Commissariat-Rue de Frères/Vivy Michel; 3) HNP Commissariat in Martissant Award of a Firm-Fixed Price Design/Build Construction Type Contract is anticipated in March 2013. The project includes the design-renovation and new construction at the above listed sites in Haiti. A pre-proposal conference and site visit are rescheduled scheduled for MARCH 5-7, 2013 in Port au Prince, Haiti. MARCH 5; 10:AM MEET AT US EMBASSY -Please arrive early as it takes time to process visitors. 10:00-12:00 Review proposal process and solicitation. Please bring copy of solicitation MARCH 6: 9:30AM-3:00pm Site Visit Martissant and Vivy Michel Commissariats MARCH 7: 9:30AM-12:00 Site Visit St Marc Commissariat The estimated range for this entire project is between $5,000,000.00 and $10,000,000.00 million USD. Companies shall express their interest in this solicitation by written correspondence to the attention of Tim Farrell. All correspondence shall be submitted via email to farrelltp@state.gov no later than February 15, 2013, and must include the solicitation number SAQMMA13R0081 in the subject line. DO NOT TELEPHONE. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Name, Telephone and Fax Numbers, and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform such construction work in HAITI. In conjunction with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), requests for the solicitation package shall contain a statement that licensing and other requirements to perform work in the Haiti have been reviewed/researched prior to application. The solicitation package will only be available in the English language. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures.
