Attachment 1 (Components) to Sources Sought Synopsis: THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION (RFI). NO SOLICITATION IS BEING ISSUED AT THIS TIME. Purpose: Naval Air Systems Command (NAVAIR) Program Manager Air (PMA) 226 is the United States Navy program office responsible for total life cycle support of the CH-46E helicopter. The CH-46E will be operated through 2016 by the United States Marine Corps; however, it is anticipated that aircraft and component repair/overhaul support will be required beyond 2016 by other U.S. Federal Agencies and/or foreign militaries. To achieve the support required beyond 2016, PMA-226 is seeking to identify potential industry partners that can provide these services. Specifically, this RFI is seeking information regarding possible vendors that can provide repair/overhaul of the components listed in Attachment 1. Description of Services: Overhaul/Repair of CH-46E helicopter components to include the labor and material necessary to accomplish the overhaul/repair of the items listed in Attachment 1. The components will be repaired in accordance with the applicable United States Navy (USN) Component Maintenance Manuals; and/or Source Drawings; and/or Original Equipment Manufacturers' (OEM) functional specifications. These services may also include receiving, handling, transportation, performance test, functional test, and associated inspections. Scheduled and unscheduled depot level maintenance, analytical condition inspection, and maintenance data systems management may also be required. The North American Industry Classification System (NAICS) code for this requirement is 488190; Other Support Activities for Air Transportation, and the Product Service Code (PSC) encompass both J015; Maintenance/Repair of Aircraft and J028; Maintenance/Repair of Engines. Contractor Requirements: All responsible sources interested in providing these services are requested to provide a written summary of information concerning their technical certifications/qualifications, capabilities, facilities, equipment, experience (both domestic and with foreign militaries, if applicable), and corporate background. The summary should also include a description of potential approaches and plans to acquire or establish capability for review by the Government. Vendors shall also indicate whether they are large, small, small disadvantaged, 8(a), HUBZone small business, veteran-owned small business, service-disabled veteran-owned small business or women-owned small business under NAICS 488190. Indicate whether you are interested in performing the contract as a prime or if you are seeking opportunities to subcontract. Identify any key subcontracts and/or partnerships that you intend to use to meet the scope of this requirement. Interested vendors must provide proof of FAA Part 145 Repair Station Certification. In addition, if interested vendors are currently qualified on any CH-46E components by the USN and/or the OEM they should provide proof of such. If desired, interested vendors may request a Bill of Material (BOM) list which will include the individual piece parts and their historical usage rates required to repair/overhaul the items listed in Attachment 1. This request should be emailed to the technical point of contact at PMA-226, Mr. John D. Thatch, at John.Thatch@navy.mil with a courtesy copy sent to the contract specialist and Contracting Officer listed below. The request must provide a point of contact, physical mailing address and phone number. The summary is limited to 10 pages, and is due within 45 days from the date of issuance of this synopsis. All responses and questions should be forwarded to the contract specialist, Ms. Christina Stone, (301) 757-6611, Christina.Stone@navy.mil and the Contracting Officer, Ms. Janice Woehrer, Janice.Woehrer@navy.mil. Any information submitted by respondents to this RFI is strictly voluntary. This RFI neither constitutes a Request for Proposal (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government's ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to this RFI.
