- Special Notice: It is the intent of the US Fish & Wildlife Service to enter into a firm fixed price purchase order with Eugene Welders Supply Co.to obtain liquid nitrogen, Helium and the rental of tanks on an as needed basis for a contract with a base + four option years. The National Fish & Wildlife Forensics Laboratory is a scientific facility that supports the law enforcement branch of the Fish & Wildlife Service. Industrial gasses (primarily _helium and nitrogen, elements 2 and 7 respectively in the Periodic Table, and to a lesser degree hydrogen and argon, elements 1 and 18 respectively) are common place in our facility, as they are in most scientific institutions around the world. Various grades and chemical states of these individual gasses are employed depending upon the applications required in obtaining data to answers questions associated with the wildlife investigations conducted at our facility. As such, "research grade" gaseous nitrogen is employed on the gas chromatograph equipped with a Nitrogen/Phosphorous Detector (NPD) in order to detect organophosphates poisons in dead animals. Conversely, liquid nitrogen is employed in the operation of the quadrupole time of flight (QTOF) mass spectrometer engaged in the detection of a wide array of poisons, such as carbamates, strychnine, and 4-aminopyridine. While it is a liquid nitrogen dewar that is purchased for this particular instrument, the instrument itself only utilizes the headspace of the dewar as a means of obtaining purified gaseous nitrogen. Liquid nitrogen is also employed directly as a cryogen to freeze/fracture keratinaceous samples such as rhino horn for species identification. Research grade helium is the standard carrier gas employed by the gas chromatographs and gas chromatographs/(quadrupole or ion trap) mass spectrometers operated by the National Fish & Wildlife Forensics Laboratory. These instruments are engaged in small molecule analyses such as poisons, oil identifications, and unknown solids and liquids. We have even utilized liquid helium in the past as a cryogen needed for the operation of the superconducting magnet associated with a Fourier Transform mass spectrometer. The proposed action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items. The NAICS Code is 325120 Industrial Gas Manufacturing. Interested persons may identify their interest and capability and respond to the requirement or submit quotations no later than 12:00 PM PST Friday February 22, 2013. This notice of intent is not a request for competitive quotations. However, all quotations received after the date of publication of this synopsis and prior to 12:00 PM PST February 22, 2013 will be considered by the Government. This purchase order will be awarded using simplified acquisition procedures in accordance with FAR Part 13. Responses to this posting must be submitted in writing via email only.
