Description
The National Park Service, San Francisco Maritime National Historical Park requires dry dock services to the historic ship, Alma. This serves as the Notice of Intent to award a sole source contact to Bay Ship and Yacht, 2900 Main Street #2100, Alameda CA 94501. The required services anticipate occurring approximately March through April, 2013. A general summary of the proposed Alma Dry Dock contract are as follows: VESSEL PARTICULARS ALMA: The NHL Scow Schooner Alma is designated a National Historic Landmark (NHL). She was built in 1891 using Douglas Fir. The NHL Scow Schooner Alma is an operational/open museum vessel of the San Francisco Maritime National Historical Park of the National Park Service, Department of the Interior located at Hyde Street Pier. The hull will need cleaning, repairs, preparation and coatings applied. The areas are considered to be in fair condition with localized areas of severe deterioration. Specific requirements are as follows: 1)Transportation to and from San Francisco Maritime National Historical Park 2)Haul out and Blocking 3)Bottom clean and drain 4)Coating for underwater surfaces 5)Coatings for Topsides 6)Inspect and Grease Max-Props 7)Replace Zinc Anodes 8)Inspect and Service Sea Valves 9)Renewal of Bottom Planks and Caulking 10)Replace Standing Rigging 11)OPTION: Repair Forward Bulwarks NAICS: 336611 The government will consider all expressions of interest (EOIs) received 15 days after date of publication of this synopsis, April 1, 2013 and before 4:00 pm Pacific time. EOIs sent via the U.S. Postal Service should be mailed to: National Park Service, San Francisco Maritime National Historical Park, Fort Mason Center, Building E, San Francisco, CA 94123. EOIs sent via Federal Express or hand carried must be delivered to the same address above during weekdays, excluding federal holidays, between the hours of 8:00 am and 3:00 pm. EOIs may be submitted via email to Erica_Cordeiro@nps.gov. Submitters bear the burden of ensuring that the EOI reaches the designated contracting office on time. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of non-receipt of transmissions. Justification for Other Than Full and Open Competition: (FAR 6.303-2) Preventative Maintenance & Repairs of Historical Scow Schooner Alma San Francisco Maritime National Historical Park 1. Identification of the Agency and the Contracting Activity: The National Park Service, San Francisco Maritime National Historical Park, Fort Mason; San Francisco; CA; 94123 proposes a Justification for Other Than Full and Open Competition (JOFOC) for towing, dry docking, the use of the specialized Syncrolift equipment to hoist the ship from the bay, and to perform preventive maintenance and repair work aboard the Historical 100 year old Scow Schooner Alma. 2. Nature and/or Description of the Action Being Approved: The action to be approved is the solicitation and award of a contract to Bay Ship & Yacht of Alameda, CA to provide services and resources necessary for towing, dry docking, use of their specialized Syncrolift equipment to hoist the ship from the bay, and to perform preventive maintenance and repair work aboard the Historical 100 year old Scow Schooner Alma. 3. A Description of the Supplies or Services Required to Meet the Agencys Needs, Including the Estimated Value: This justification seeks approval to use other than full and open competition to meet the agency mission requirements of NPS San Francisco Maritime NHP for a qualified Contractor within the San Francisco Water System. There are three important aspects to the work that are relevant to this contract. First, proximity: The Scow Schooner Alma is not US Coast Guard Certified to travel beyond of the San Francisco Water System boundaries. This limits possible facilities to those within this region. Second, the nature of the vessel: the Scow Schooner Alma is listed on the National Historic Record, and is considered an irreplaceable artifact to be treated with the utmost care. This limits possible facilities to those with a record of past performance servicing historic vessels. Third, the capability to safely and efficiently raise the ship from the water and transport it to an on-land location for its maintenance and repair. Bay Ship & Yacht has specialized equipment (i.e. Syncrolift) which is used in conjunction with a dry-dock, allowing the firm to safely move the vessel on a railroad system to a location away from the dry dock. This limits tying up the dry-dock itself, allowing the required work to set the pace, rather than opportunity costs for the dry-dock. The estimated value of this acquisition is between $75,000 for the base bid items and $105,000 if all optional bid items are required and funded. 4. An Identification of the Statutory Authority Permitting Other Than Full and Open Competition: This request is made pursuant to Federal Acquisition Regulation (FAR) Part 6, Paragraph 6.302-1, Only One Responsible Source Will Satisfy Agency Requirements. Bay Ship & Yacht is the only responsible source in the San Francisco Water System region that can provide these. 5. A Demonstration That the Proposed Contractors Unique Qualifications or the Nature of the Acquisition Requires Use of the Authority Cited: Bay Ship & Yachts specialized Syncrolift equipment is a unique lift and transportation system that does not use straps to hoist wooden ships from the water onto dry dock. This is unavailable in other shipyards in the region. In comparison, market research found that conventional marina repair shipyards use a travel lift system which utilizes lift straps, which has the potential for causing undue strain to the hull of wooden ships. This increased risk includes a greater likelihood for damage, potentially resulting in additional repair costs. In addition to Bay Ship & Yachts dry-dock and transportation equipment, the firm is a full service shipyard offering traditional craftsman skills. The firms resources facilitate services ranging from annual maintenance to the full refit of traditional ships and classic yachts. Bay Ship & Yacht offers complete shipyard, ship building, repair, and construction and design services and traditional skills including shipwrights, caulkers, blacksmiths, riggers, spar makers, ship fitters, welders, electricians and machinists. Bay Ship & Yacht offers a 2800 Ton 400 ft Dry dock, 1200 Ton 200 ft Syncrolift, underwater machinery for maintenance and repairs, bottom and topside painting, in-house structural steel & aluminum repair, piping systems repair & installation, electrical systems repair & installation and structural and finish carpentry. Bay Ship & Yachts shipwright and joinery shop has extensive knowledge and experienced in wooden ship joinery; decking installation and repair; parts fabrication, repair and installation; and wooden ship construction techniques that are critical to accomplish the maintenance and repair work on ships like the Alma, while minimizing the risk of damage to this historic resource. 6. A Description of Efforts Made to Ensure That Offers Are Solicited From as Many Potential Sources as is Practicable, Including Whether a Notice Was or Will Be Publicized as Required by FAR Subpart 5.2 and, If Not, Which Exception Under FAR 5.202 Applies: As per FAR 5.2, the following notice was issued at www.fbo.gov to publicize the intended action: This is a notice that the National Park Service, Golden Gate NRA (GGNRA) intends to negotiate and award a firm-fixed price contract utilizing other than full and open competition procedures, in accordance with Federal Acquisition Regulation FAR 6.302-1(a) to: Bay Ship and Yacht, 2900 Main Street #2100, Alameda CA 94501. 7. A Determination By the Contracting Officer That the Anticipated Cost to the Government Will Be Fair and Reasonable: It has been determined by the Contracting Officer, based on historical data from previous contracts with Bay Ship & Yacht, that the anticipated cost of the work will be fair and reasonable. A cost and price analysis will be conducted for the purpose of negotiating with Bay Ship & Yacht to obtain fair and reasonable pricing. To facilitate this analysis, data from the 2012 National Park Service contract with Bay Ship & Yacht for Reconstruction of the Scow Schooner Alma will be used. 8. A Description of the Market Research Conducted: Intense Market Research was conducted to locate Small Businesses within the San Francisco Water System in 2010. This is because the Scow Schooner Alma is not US Coast Guard Certified to travel to port areas outside of the San Francisco Water System region. A second concern is the Contracting Officers Technical Representative, she ships captain, being unable to monitor the ongoing preventative maintenance and repairs. In a similar 2011 effort to evaluate the market for work on the Alma, seven-(7) Small Business within the San Francisco Water System were identified, including contractors from Sausalito to Vallejo California. These seven-(7) potential offerors were invited to participate in a pre-solicitation tour of the Scow Schooner Alma to allow a hands-on understanding of the Governments requirement, and to allow offerors an opportunity to judge whether they could satisfy the requirement. This pre-solicitation tour enabled the Government to identify other potential offeror whose quality and service would be beneficial to the Government for the current and any future wooden ship work. None of the seven small businesses proposed for this requirement in 2010. 9. Any Other Facts Supporting the Use of Other Than Full and Open Competition (see FAR 6.302-2 (9) (i) (iii) for some examples): Historical data was obtained from previous Request for Proposals and subsequent contract award under Contract Number C8520090107 for dry dock, preventive maintenance and repair of the Historical Steam Tug Hercules. The Request for Proposal was advertised at http://ideaasec.nbc.gov for thirty days with a Site Visit on June 29, 2009 which was with attended by only one prospective Contractor Bay Ship & Yacht. Upon closing of the solicitation, only Bay Ship & Yacht submitted a response. The specialized Syncrolift equipment is a unique vessel lifting system employed by Bay Ship & Yacht to avoid straps to hoist wooden ships from the water onto dry dock. Conventional marina repair shipyards use a travel lift system which involves lift. The use of this type of device could cause undue strain to the hull of wooden ships, resulting in greater potential for damage and the possibility of additional repair costs. 10. A Listing of the Sources, If Any, That Expressed in Writing, an Interest in the Acquisition: No source other than Bay Ship & Yacht expressed an interest in the acquisition. 11. A Statement of the Actions, If Any, the Agency May Take to Remove or Overcome Any Barriers to Competition Before Any Subsequent Acquisition for the Supplies or Services Required: Synopsis requires CO to inform potential contractors to reply to the Notice of Intent if they are interested in the project.
