- Under Statutory Authority § 41 U.S.C. 253(c)(1) the VA Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with the UCLA School of Nursing for specialized content and scientific expertise and services to develop implementation grant proposals, set a research agenda, develop presentations and publications to educate clinicians and researchers about pressure ulcer prevention, assessment and treatment in the spinal cord injury Veteran population. The VA requires a contractor with extensive expertise in the development of implementation grant proposals, for research agenda setting, for presentation and publication of plans and findings, and for education of the larger Spinal Cord Injury Quality Enhancement Research Initiative program for pressure ulcer prevention, assessment and treatment in the spinal cord injury population. This procurement is being conducted in accordance with FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for one base year and one option year to be exercised at the Government's discretion. The NAICS Code is 541712. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service to the Contracting Officer by 8:00AM (CST) February 22, 2013. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with the UCLA School of Nursing.
