Description
RFQ The U.S. Nuclear Regulatory Commission (NRC) is seeks to procure 2 microform scanners with a one (1) year manufacturer's warranty on parts and labor. BRAND NAME OR EQUAL SPECIFICATIONS CLIN 0001 Manufacturer: e-image data Brand Name Description: ScanPro 2000 Quantity: 2 Unit: Each Salient physical, Functional, or Performance Characteristics of CLIN 0001 that shall be met, or exceeded, to be considered equal: • Microform types: Positive and negative microform formats. Fiche, Jackets, Ultra Fiche, Micro Books, Aperture Card, 35mm and 16mm roll film, and Cartridge(M) roll film. • Screen Size: Any size Windows compatible computer monitor or display (CRT or LCD). • Viewing: Real time viewing of high resolution microfilm image at all magnifications, view the scan images as thumbnails • Magnifications: Single integrated optical zoom lenses 7X to 54X or 7X to 105X (required for Ultra Fiche applications). • Image Rotation: Optical 360° image rotation and Digital 360° image rotation. • Minimum Scanning Speed: High resolution scan in less than 1/10 second, 30fps. • Minimum Scanning Resolution: Scans completed and converted to selected file format in one sec (selectable dpi: 150, 200, 300, 400, 600). • File formats: JPEG, PNG, PDF, TIFF, TIFF compressed, TIFF G4, PDF multi-page, TIFF multi-page (all TIFF formats) • Microform scanner must be able to, at minimum, magnify any text or image detail and view at up to 500% enlargement. • Scanner must come with standard scanner software • Live image editing: View all image adjustments on the viewing screen as they will appear when scanned, and live image editing for selected text and pictures • Crop & Merge: Crop and save multiple images or columns of text as a single file • Multiple output capacity: Selectable print size and page centering, e-mail, save to USB drive, CD • On-screen help menu • Auto naming: Specify the name for scan images. • Selectable File Types: JPEG, PDF, TIFF, TIFF compressed • Automatic image adjustment: Straighten (automatic). Brightness, Contrast (Selectable) • Motorized film carrier • Compatible Operating Systems: Windows 7 32 Bit and 64 Bit • Must have a Scanner-to-PC connection • Must be no larger than these dimensions: 12"W x 16"D x 7.5"H (305mm x 406mm x 190mm) • Must have an illumination lamp that will not damage film. Provision 52.212-1 applies to this solicitation. Addendum to Provision 52.212-1: The following text replaces paragraphs (b) and (c) in provision 52.212-1: (b) Submission of quotations. Quotations shall be submitted by email to Carol.Greenwood@nrc.gov. Quotations may be submitted on the SF 1449, letterhead stationery, or other format that provides all required information. The quotation shall include: (1) The name, address, and telephone number of the offeror; (2) Technical Capability - A technical description of the solution being offered in sufficient detail to evaluate compliance with the brand name or equal requirements in the request for quote. This may include product literature, or other documents, if necessary. The offeror shall also provide information on its solution and how it meets, or exceeds, brand name or equal specifications listed in this request for quote as required by FAR 52.211-6; (3) A completed copy of the representations and certifications at FAR 52.212-3 (see 52.212-3 (b) for those representations and certifications that the offeror shall complete electronically); (4) Acknowledgement of Solicitation Amendments; (5) FOB Destination-based firm-fixed price per CLIN, and a detailed description of warranties being offered. (6) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (c) Period for Acceptance of Quotations The offeror agrees to hold the prices in its quotation firm for at least 30 calendar days from the date specified for receipt of quotations. Evaluation of all quotes will be based on the following factors: 1. The extent to which the offeror's solution for CLIN 0001 meet or exceed the minimum brand name or equal specifications. 2. Price for CLIN 3. Total Firm-Fixed Price for all CLINs FAR 52.211-6 BRAND NAME OR EQUAL (AUG 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
