- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for technical, logistical and management services to provide life cycle sustainment and integration support for Joint Friendly Forces Tracking (FFT) equipment and situational awareness (SA) systems located worldwide. The draft performance work statement (PWS) provided as an attachment to this synopsis includes a detailed description of the technical requirements. The Government intends to award a contract with a three year period of performance (inclusive of options). The solicitation will request proposals for both a firm-fixed-price level of effort type contract and a cost reimbursement type contract. Contract type will be determined upon evaluation of proposals. It is anticipated that this procurement will be solicited as a 100% service-disabled veteran-owned small business (SDVOSB) set aside. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering technical factors, past performance and price. The work to be performed in completion of tasking of this basic contract involves access to, and handling of, classified matter up to and including TOP SECRET. The contractor must possess a facility clearance and have cleared key contractor personnel. Key contractor personnel must possess required TOP SECRET/Sensitive Compartmented Information (TS/SCI) security clearances and have in scope Single Scope Background Investigation (SSBI) ™s. The offeror must state or demonstrate in their technical proposal their ability to meet the facility clearance/personnel security clearance requirements of the anticipated contract. If the offeror does not currently have the clearances as required, they shall demonstrate their completion of the preparatory steps necessary to be granted a facility clearance within sixty (60) days upon contract award within their technical proposal. Required Contract Line Item Numbers (CLINs) are as follows: CLIN 0001: QTY 01 LOT: Technical Support Services in accordance with Performance Work Statement Period of Performance is 12 months CLIN 0002: QTY 01 LOT: Option Year 1, Same as CLIN 0001 Period of Performance is 12 months CLIN 0003: QTY 01 LOT: Option Year 2, Same as CLIN 0001 Period of Performance is 12 months CLIN 0004: Contract Data Requirement Lists (CDRLs) in accordance with DD 1423-1s The Navy intends to solicit and negotiate this contract on a full and open competition after exclusion of sources basis IAW FAR 6.206. The applicable NAICS classification is 541330. Delivery is required FOB Destination. Contractors must also be registered in the System for Award Management (SAM) database prior to submitting an invoice and through final payment of any contract action resulting from this solicitation. Offerors may obtain information on registration and annual confirmation requirements via the SAM accessed through https://www.sam.gov or by calling 866-606-8220, or 334-206-7828 for international calls. All changes that occur prior to the closing date will be posted to FedBizOpps and NECO. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
