- [Please note that this posting is for market research only, and is not a request for proposal or solicitation]. The Food and Drug Administration (FDA) of the U.S. Department of Health and Human services (DHHS) is conducting a market survey to seek potential sources from qualified small business firms under North American Industry Classification (NAICS) Code 541910 (Market Research and Public Opinion Polling) for the evaluation of the FDA's BeSafeRx campaign to promote safe online medication purchases. Project Title: BeSafeRx Campaign Evaluation The FDA is seeking firms with the resources and experience needed to conduct research among consumers to evaluate knowledge, attitudes, beliefs, and behaviors related to purchasing medications online, evaluate the effectiveness of the BeSafeRx campaign, and to gain consumer input as to how these messages and materials could be improved for communicating risks of these practices to the American public. This could include, but is not be limited to, exploring the dissemination effectiveness of the campaign with respect to exposure, recall, reception, reaction, retention, interpretation, motivation to act, and/or undertaking desired outcomes or behaviors. It might also include investigating the types, formats, channels, language, content, sources, and gaps consumers see or prefer in this type of information, as well as the successes and failures of the campaign overall and its messages and materials. The following services are sought to support the FDA's BeSafeRx Campaign. •Evaluation as well as the quantification of the "return on investment" for funding in relation to consumers' knowledge, attitudes, beliefs, and behaviors related to obtaining medications online and the BeSafeRx materials and messages. •Assessment of the campaign's effectiveness in incorporating social marketing principles and the identified behavior changes among the target audiences. •Obtain consumers' reactions and recommendations on the format, language, messages, graphics, and general content of the BeSafeRx messages and materials, including the website. •Exploration of the dissemination effectiveness of the campaign outreach with respect to exposure, recall, reception, reaction, retention, interpretation, motivation to act, and/or undertaking desired outcomes or behaviors. •Identification of successes and failures of the campaign and provide recommendations for refining its strategies, including those related to partnership opportunities and campaign supporter outreach.
