Description
NASA/NSSC has a requirement for a training program entitled Introduction to Creo Elements/Direct Modeling. The objective of the program is to enable new users to learn and use the Parts Library Module for Creo Elements/Direct Modeling. Participants will be introduced to standard part libraries and screw connection and will also learn how to assign material properties to parts and assemblies. The vendor will provide 5 persistent network licenses and maintenance for the training environment the will remain available for one year after training has been completed. The course will address the following criteria: Introduction to Direct Modeling, Introduction to Workplane, 2-D, and Machine, Modify 3D, Parts and Assembly, and User Interface Customization. This two-day offering shall be held at NASAs Kennedy Space Center beginning March 13, 2013. NASA/NSSC intends to purchase the above curriculum from Parametric Technology Corporation DBA PTC, Needham, Massachusetts 02494.Pursuant to FAR 13.106(b)(1)(i), the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: This is an adjusted course solely for the use of the Kennedy Space Center (KSC) Rocket University participants in the KSC Rocket University Program and Commercial Crew program personnel. The specific training curriculum was developed and linked directly to the program to focus inherently on the Parts Library Module. NASA as an agency has standardized on the PTC product Creo (formerly ProEngineer) and implemented an Agency/KSC wide site license for use of their products. Since this tool suite is the standard, the Direct package will be the training of choice for KSC Rocket University and design engineering. The Government intends to acquire this training using the procedures in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. Central Standard Time on March 6, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
