Description
UNRESTRICTED PROCUREMENT: This solicitation will be issued as a Request for Proposal (RFP) resulting in the award of a single firm fixed price (FFP) contract. The Request for Proposal will issue on or about 04 March 2013 and the Proposal Due Date will be on or about 11 April 2013. The estimated value of this work is between $25,000,000 and $100,000,000. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 Best Value. NAICS CODE: 237990. This is an UNRESTRICTED Procurement. The work consists of the construction of approximately 4,300 linear feet of concrete covered canal and utility relocations (sewer, water) as required for construction of covered canal along Jefferson Avenue. Work consists of clearing and grubbing, excavation, site dewatering and groundwater monitoring, sewer and water line relocation and tie-ins, driving timber piling, sheet pile installation and coffer dam construction, maintenance and diversion of storm water, covered canal construction including transition and tie-ins, traffic control, asphaltic concrete road work, backfilling, fertilizing, sodding and seeding, and other incidental work as specified in the specifications and as indicated on the drawings. Selection will be based on the following criteria, with non-cost factors being more important than price. Factors 1 and 2 are comparatively equal in importance and are significantly more important when compared to Factor 3. Factor 4 is significantly less important than Factors 1, 2, and 3. Factor 5 is significantly less important than Factors 1, 2, 3, and 4 when combined. The Technical Non-Cost Factors are: (1) Past Performance (2) Technical Approach and (3) Key Personnel and Project Management Plan and (4) Small Business Participation Plan; Cost Factor (5) Price. The Price Factor may become more significant in contributing to the source selection decision if competing proposals offer comparably-evaluated Past Performance and Technical Approaches and Key Personnel and due consideration is given to Project Management Plan and Small Business Participation Plan. The estimated time for completion is 500 calendar days. These evaluation factors are subject to change. Any changes to evaluation factors will be shown in the solicitation. The solicitation will include a detailed list of evaluation factors, including any subfactors or elements, and will provide instructions for proposal requirements and the basis for award.
