- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible SMALL BUSINESS FIRMS capable of perform the following requirement: FY 2013 Maintenance Dredging, which includes hydraulic dredging of approximately 850,000 cubic yards of mud and silt material around approximately 16 piers located at the Norfolk Naval Station, Norfolk, VA. The proposed procurement will include an Option for FY 2014 Maintenance Dredging (which may be exercised anytime within 240 calendar days from award). FY 2014 maintenance Dredging is currently scheduled to be performed after 1 January 2014, which will include hydraulic dredging of approximately 390,000 cubic yards of mud and silt material, around approximately 16 piers at the Norfolk Naval Station, Norfolk, VA., and approximately 125,000 cubic yards of mud and silt material around the Naval Deperming Station, Norfolk Virginia, physically located, approximately 5 miles, down the Elizabeth River, from the Norfolk Naval Station. The Government Deposition of all materials shall be, by hydraulic pumping, directly to the North Containment Cell of Craney Island Dredge Material Management Area, Portsmouth, VA. Due to a very limited window for the performance of work, the contractor will be required to dredge, as a very minimum, 7,000 cubic yards per day in order to maintain the contract schedule. In addition, contractor will have to clean and maintain hydroid netting between Piers 12 and 14 during the performance of work. The proposed contractor will provide sufficient material, labor, equipment, supervision, and transportation to fulfill all requirements of the proposed requirement in accordance with industry standards. Strict compliance with specified safety, quality control and security requirements will be in effect. The piers and waterfront at Naval Station, Norfolk, VA will remain in operation during the entire dredging periods. The Contractor shall conduct his operations so as to cause the least possible interference with normal operation of the activity. The Contractor will be required to proceed with mobilization and dredging no later than 30 days after Notice to proceed and shall complete all work within 140 days after contract award for FY 2013 Maintenance Dredging. The Contractor will be required to proceed with mobilization and dredging no later than 30 days after Notice to Proceed and shall complete all work within 110 days after award of the contract option for FY 2014 Maintenance Dredging at Naval Station, Norfolk (if exercised). The Contractor will be required to proceed with mobilization and dredging no later than 30 days after Notice to Proceed and shall complete all work within 40 days after award of the contract option for FY 2014 Maintenance Dredging at the Naval Deperming Station, Norfolk VA. (if exercised). The North American Industry Classification System (NAICS) Code for this procurement is 237990 and the annual size standard is $20,000,000. Under NAICS Code 237990, to be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. The target award range for this project is between $5 million and $10 million. This office anticipates award of a contract for these services no later than June 2013. All service-disabled veteran-owned small businesses, certified HUBZone small businesses, and certified 8(a) small businesses are encouraged to respond. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested SMALL BUSINESSES submit to the contracting office a brief capabilities statement package (no more than 25 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the requested services. If an 8A company, please submit an 8A letter from the SBA stating that you have a bona fide office in North Carolina. PAGES IN EXCESS OF THE FIRST 25 PAGES WILL NOT BE CONSIDERED. If applicable, the 8(a) letter from the SBA will not be counted towards the 25 page limit. Respondents will not be notified of the results of this evaluation. Capability statements shall address, as a minimum, the following: (1). Relevant Experience to include experience in performing efforts of similar size (value), and scope (hydraulic dredging of mud and silt material) and complexity (ability to dredge7,000 cubic yards of materials per day), as performed within the past 5 years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to the technical services described herein; (2) Company Profile to include number of employees, office locations(s), bonding capacity (provide single project and aggregate bonding capacity), DUNS number, CAGE Code, and statement regarding small business designation and status. (3) If you are proposing as an 8(a) Mentor ProtĂ©gĂ©, please indicate the percentage of work to be performed by the ProtĂ©gĂ©. RESPONSES ARE DUE ON FRIDAY 1 March 2013, by 2:00 PM (EST).
