Pre-Solicitation Notice NOTE:THIS IS A PRE-SOLICITATION NOTICE, NOT THE ACTUAL SOLICITATION. THE SOLICITATION WILL BE POSTED AT A LATER DATE This is a preliminary announcement for office hoteling services in the Frederick, MD area. The Department of Veteran Affairs (VA), Office of Acquisition Operations (OAO), Acquisition Service - Frederick (AS-F) requires an office services solution akin to a seat management solution. This requirement is for a turnkey per seat or per person office services solution in support of VA personnel as they perform all necessary office functions incident to the efficient performance of their official duties. Such an office services solution is commonplace in the commercial market and is often referred to as either a business center arrangement or "Hoteling" Services, wherein all office space, all ancillary services, and all furnishings are provided so that the user can perform normal work functions. Hoteling is normally found in large cities where off-site "virtual offices" or business center services are often required. Such contracts do not involve leases or tenancy rights normally associated with the standard commercial lease terms and conditions. Typical terms of "Hoteling" contracts stipulate: "this agreement is the commercial equivalent of an agreement for accommodation(s) in a hotel. The client accepts that this agreement creates no tenancy interest, leasehold estate, or other real property interest in the client's favor with respect to the accommodations. VA seeks to make use of standard terms and conditions found in the commercial marketplace. VA will not pay for build-out or alteration of the turnkey space. The place of performance shall be located within five (5) mile radius of the geographical center of Frederick, MD. The estimated period of performance shall be for a minimum of a base period of one year and at least one option period of one year, VA will determine whether additional option periods of up to three years will be included in the Solicitation for Offers. Description of YearEstimated Period of PerformanceMonths Base PeriodJuly 01, 2013 through June 30, 201412 Months Option OneJuly 01, 2014 through June 30, 201512 Months Option TwoJuly 01, 2015 through June 30, 201612 Months Option ThreeJuly 01, 2016 through June 30, 201712 Months (or two six month options) Option FourJuly 01, 2017 through December 31, 20176 Months Option FiveJanuary 01, 2017 through June 30, 20176 Months The turnkey office services solution provided shall include in general at a minimum: A.A minimum of twenty (20) private offices; B.A minimum of 120 cubicles; C.In order to accommodate a minimum of 140 FTEs (Full Time Employees), the office space shall be comprised of a mixture of cubicles, offices, and other work areas with customary office furnishings, further described below; D.Furnishings necessary for the office environment shall include customary office items such as desks, filing cabinets, workbenches, trash/recycle receptacles, ergonomic chair and guest chair, etc., such as one would find in a modern office setting of good condition and with appropriate form, fit and function; E.The space, furnishings, amenities, and appearance of the offered solution shall facilitate a professional office and working environment in both appearance and amenities. It must meet common standards for Class A office space in the greater Washington DC metropolitan area; F.The office services solution shall include a onetime set-up for each individual work location and for each hoteling staffer "set up service" may vary slightly depending upon office, cubicle, or conference room; G.Telephone set up shall be provided for the private offices, cubicles, conference rooms and training room; H.Each work station shall include electrical hookup, internet access (T3 line minimum) via wireless and ethernet cable access upon resolution of security issues, and hook-up to VA switch; I.Cell Phone connectivity shall be good through-out the building; J.The office services solution shall be located in a building defined by the Urban Land Institute as "Class A." These buildings represent the highest quality buildings in their market. They are generally the best looking buildings with the best construction and possess high quality building infrastructure. Additionally, Class A buildings are well-located, have good access, and are professionally managed. As a result, Class A buildings attract the highest quality tenants; K.Available amenities and ancillary/support services (parking, etc) conducive to an effective and productive business and professional environment; L.The contractor shall provide floor plans for the offered space and a valid Certificate of Occupancy for the intended use of the Government and shall meet, maintain, and operate the building in conformance with all applicable current (as of the date of this solicitation) codes and ordinances (Federal, State and Local) for the duration of the contract; M.Offered space shall meet the applicable egress requirements in National Fire Protection Association (NFPA) 101, Life Safety Code or an alternative approach or method for achieving a level of safety deemed equivalent and acceptable by the Government. Offered space located below-grade, including parking garage areas, and all areas referred to as "hazardous areas" (defined in NFPA 101) within the entire building (including non-Government areas), shall be protected by an automatic sprinkler system and or an equivalent level of safety. Additional automatic fire sprinkler requirements will apply when offered space is located on or above the sixth floor. Unrestricted access to a minimum of two remote exits shall be provided on each floor of Government occupancy. Scissor stairs shall be counted as only one approved exit. Open-air exterior fire escapes will not be counted as an approved exit. Additional fire alarm system requirements will apply when offered space is located two or more stories in height above the lowest level of exit discharge; N.The Building and the provided space shall be accessible to persons with disabilities in accordance with appendices C and D of 36 CFR Part 1191 (Architectural Barriers Act (ABA) Chapters 1 and 2 and Chapters 3 through 10 of the American Disabilities Act-ABA Accessibility Guidelines); O.The office area shall be free of all asbestos containing materials. The space shall be free of other hazardous materials and in compliance with applicable Federal, State, and Local environmental laws and regulations; P.Services, utilities, and maintenance will be provided daily, extending from (at a minimum) 8 a.m. to 5:00 p.m. except Saturday, Sunday, and Federal holidays unless specifically requested by the Government (e.g. overtime work). The Government shall have secured access to the space 24/7, 365 days per year, including the use of electrical services, toilets, lights, elevators, and Government equipment without additional payment. The Government will furnish its own office equipment in terms of computers, desktop printers, scanners, and copiers. Wireless internet access is required to support the personnel located in the facility in which the services are provided; Q.Standard environmental services must be provided inclusive of pricing and include at a minimum: heating, air-conditioning, electricity, emergency power, potable water (hot and cold), snow removal, daily trash removal and standard commercial janitorial services, chilled drinking water,, toilet supplies, sufficient restroom facilities, elevator service sufficient for the staff (if applicable), lighting, replacement of lamps, tubes, and ballasts, and window washing; R.Common areas shall include lunch and break room area(s) sufficient for the size to meet the needs of the office. The Government estimates it will need several conference rooms in various sizes and one large training room; S.Common grounds outside the building shall be professionally maintained (parking and walking areas) and free and clear of debris and other hazards; T.Secure Weapons Storage Closet for security personnel; U.Storage closets / rooms for IT equipment, files, and supplies. V.Pre Award site visits will occur with all offerors in the competitive range. Site Visits will likely be scheduled in early to mid April 2013. The requirement will be solicited as unrestricted. The offeror is responsible for reviewing FedBizOpps at https://www.fbo.gov/ for notice of amendments, updates, and/or changes to the solicitation. No hard copies will be mailed. All potential sources must obtain a Data Universal Numbering System (DUNS) number and register in the System for Award Management (SAMS) in order to conduct business with the Government. Failure to obtain a DUNS number and register in SAMS may delay or prevent the award of a contract or possible award to the next otherwise successful offeror who has met all of the requirements to conduct business with the Government at time of award. This Pre-Solicitation announcement is nonbinding; the Government may or may not issue an RFP.
