revised SOO This Combined Synopsis/Solicitation is being amended to extend initial proposal due date, post an updated Statement of Objectives and to update below information as follows: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. Offers are being requested and a written solicitation will not be issued. This opportunity is under NAICS 325120 size standards applied (1,000 Employees). The contract resulting from this procurement will be a firm fixed price contract. The solicitation SPE601-13-R-0308 is issued as a full, open, and unrestricted competitive procurement for a commercial item under authority of FAR Part 12, Acquisition of Commercial Items. The acquisition strategy for this procurement encompasses a negotiated procurement utilizing the best value source selection procedures identified in FAR Part 15, Contracting by Negotiation, as authorized by FAR 12.203. Scope of Contract: Gaseous Xenon supplied by the Contractor will be in support of the United States Air Force (USAF) satellite programs located at Lockheed Martin Systems Company, Sunnyvale CA which utilizes Xenon as the propellant for the satellite systems. Delivery shall be f.o.b. destination to Sunnyvale CA for a quantity of 96,000 standard liters (LI) of Xenon. The Gaseous Xenon (XE) provided, NSN 6830-01-478-6047 (Cylinder), shall conform to DESC purchase description, titled Purchase Description, Xenon, Technical, dated 25 AUG 2003, Grade EW-Gaseous, 99.999%. The requirement will also contain line items for associated services: Daily Lease of Cylinder Rack, Detention Cost and Replacement value of cylinder. Delivery date is anticipated to be a one time delivery for the entire quantity during the month of April 2013. The following provisions and clauses apply to this acquisition: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a) of the provision are as follows: Both a Price Proposal and a Past Performance is required to be submitted, but the Past Performance record will only be analyzed in conjunction with responsibility determinations, not technical capability. Price will be the only factor available to differentiate offerors in the source selection process and as such, price will be the only evaluated factor. Basis for award: The Contracting Officer will award to the responsible offeror with the lowest total combined evaluated price for CLINs: 0001, Gaseous Xenon (Cylinder) and 0003, Daily Lease of Contractor owned Cylinder Rack. CLINs 0002, Detention Cost, and 0004, Request Replacement Value of Cylinder will not be included in the evaluation for award, but will be evaluated for price reasonableness. 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders - Commercial Items. In paragraph (b) of 52.212-5, the following apply: FAR 52.203-6, 52.204-10, 52.209-6, 52.219-8, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.223-18, 52.225-13, and 52.232-33. In paragraph (b) of 252.212-7001, the following apply 52.203-3, 252.203-7000, 252.225-7021, 252.232-7003, 252.243-7002, and 252.247-7023. 52.211-16 with a 10% variance above or below shall be applicable.
