Description
The Transportation Security Administration (TSA) in accordance with FAR Part 6 "Competition Requirements", intends to contract without full and open competition a commercial six-month Firm Fixed-Price bridge contract for Fingerprint and Photo Processing Services (as prescribed in FAR 6.302-1) with the American Association of Airport Executives (AAAE), 601 Madison Street - Suite 400, Alexandria, VA, Point of Contact: Eric Whisman, Aviation Program Manager, Phone: 703-824-0500 x218. This contract supports services for the Recruitment and Hiring Program which requires fingerprints for the pre-employment security background process performed on all TSO (Transportation Security Officer), FAM (Federal Air Marshal), and FFDO (Federal Flight Deck Officer) candidates and contractors seeking employment with TSA. This sole source bridge contract will have a period of performance for six (6) months that will be inclusive of a four (4) month base period and two (2) one month option periods (March 11th, 2013 -September 10, 2013). The estimated cost of this procurement is $250,000.00. This 6-month bridge contract is needed to allow time for the TSA to negotiate and award a new fingerprinting contract, and once the award is made, the new vendor will have to undergo the C&A (Certification and Accreditation) process and Achieve ATO (Authority to Operate) which is anticipated to be at least 4-6 months before the vendor is fully operational. Without a bridge contract in place, the TSA would undergo a break-in-service which would adversely impact the TSA's ability to support the recruitment and hiring program which requires fingerprints for pre-employment. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly. Interested vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. This notice of intent is not a request for competitive proposals. However, all responses received within five days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
