- Pursuant to 13.106-1(b), the Federal Highway Administration intends to negotiate a sole source purchase order with Kentucky Transportation Cabinet (KYTC) for the Implementation of Photogrammetry Technology for Traffic Crash Reconstruction Program. The purpose of this project is to reduce the number of accidents and deaths throughout the Commonwealth of Kentucky. To accomplish this goal evidence markers and advanced software from Photomodeler are needed to deploy photogrammetry technology for the use in crash reconstruction and forensic measurement for crash scene investigations. In addition, work under this purchase order will include the services of a Photomodeler Photogrammetry Instructor to host an Advanced Photogrammetry workshop for 72 collision reconstructionists, and local law enforcement reconstructionists. The KYTC is the only source that can complete the project since they are in partnership with the Kentucky State Police who own the Photogrammetry Reconstructive equipment and the supporting software. A purchase order, issued under FAR Part 13 is anticipated and the total estimated value is not to exceed $22,000.00. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
