NRL is seeking proposals from sources that can provide a nominal 67 HP, 300 VDC submersible motor system consisting of a hydrostatic pressure compensated motor, controller/drive electronics, pressure housing to contain the drive electronics, and hydrostatic pressure tolerant cabling. It is required that the motor drive controller be enclosed in a pressure vessel capable of withstanding hydrostatic pressure ranging from 14 psia to 682 psia. All other equipment, external to the controller/drive electronics pressure housing, shall be capable of operating while withstanding hydrostatic pressure of 14 psia up to 10,014 psia. Electrical connections for power, feedback, and communication\control signals will be provided through appropriate SEACON connectors mounted on the waist of the pressure vessel. Other critical features include its efficiency at low and high power and its weight. The nominal voltage of the system is 300 V. The motor system will employ conductive cooling through the pressure vessel housing to ambient surrounding water. The volume of surrounding water will not have active flow around the pressure housing(s) of the motor or controller. The motor system will be capable of quiet operation and operating at or below the acoustic levels defined in the RFP. Standard MIL-SPECs will be applied for shock, EMI, environmental conditions, etc. Complete technical specifications, quality assurance standards, and contract data requirements will be available as part of this solicitation. The specifications attached to this announcement are export controlled under the International Traffic in Arms Regulations (ITAR). To receive the referenced specifications, offerors have an approved DD2345 - Military Critical Technical Data Agreement on file with the Defense Logistics Information Service. Upon confirmation of eligibility, the offeror shall be granted access to the specifications. The specifications must be safeguarded and protected from unauthorized disclosure in accordance with applicable U.S. export control laws and regulations. Contractors must be properly registered in the Government's System for Award Management (SAM) and in the Joint Certification Program (JCP) in order to receive the attachments.
