Description
This Special Notice is issued by Army Contracting Command-Warren on behalf of the Project Management Office-Ground Combat Vehicle. This notice is for information purposes only and does not constitute a Request for Proposal (RFP). Interested parties that are U.S. based and have a valid Commercial and Government Entity (CAGE) code, are advised that an updated Draft GCV IFV EMD Performance Specification and updated Draft GCV Capability Development Document (CDD) are now available. Additionally, the document titled "EMD Areas of Interest for Industry Feedback" is also available. Those parties desiring the documents will need the MPIN number associated with their CAGE code to retrieve the documents. All CAGE and MPIN inquiries should be directed to the FBO helpdesk. Interested parties are required to sign and submit Notice and Acknowledgement Agreements in order to obtain the aforementioned documents. This form is available at http://contracting.tacom.army.mil/majorsys/gcv/gcv.htm. Completed and signed forms should be submitted to usarmy.detroit.acc.mbx.wrn-gcv@mail.mil. In addition, these documents are export controlled, to be able to gain access to this information, offerors must also have a current DD 2345, Militarily Critical Technical Data Agreement on file with the Defense Logistics Information Service (DLIS). To obtain certification, go to http://www.dlis.dla.mil/jcp/, click on documents and follow the instructions provided. Once approval has been granted, the files will be made available electronically. The data shall be handled in accordance with the Controlled Unclassified Information (CUI) handling instructions available at http://contracting.tacom.army.mil/majorsys/gcv/gcv.htm. Interested parties will not be compensated nor will they receive a government contract for any industry feedback that is received as a result of these documents. If a Request for Proposal (RFP) is issued following this notice, it is anticipated that a requirement for contract performance will include the ability to handle classified (SECRET/NOFORN) information and to comply with all applicable export control regulations, including the International Traffic in Arms Regulations (ITAR). A date for the release of the GCV EMD RFP has not been established. Interested parties should check the GCV webpage for updates at http://contracting.tacom.army.mil/majorsys/gcv/gcv.htm.
