Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911QY-13-R-0023 and is issued as a Request for Proposal (RFP), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65, effective January 29, 2013. This will be a full and open competition to provide a General Purpose Decontaminant for Hardened Military Equipment (GPD-HME) under NAICS code 325998 -- All Other Miscellaneous Chemical Product and Preparation Manufacturing. The small business size standard is 500 employees. Multiple awards are anticipated. The number of awards will be dependent upon the number of Offerors with qualifying products and available funds. Any contract awarded as a result of this solicitation will be a Firm Fixed Price Contract awarded using Simplified Acquisition Procedures in accordance with FAR 12. The Government anticipates awarding approximately four (4) contracts under this solicitation, but reserves the right to award, more than or less than four awards, a single award, or no awards, if in the best interest of the Government. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. Contract award(s) resulting from this solicitation are subject to availability of funds. The Attachments listed in this solicitation may be downloaded from the ASFI website: https://acquisition.army.mil/asfi. The Government intends to award a contract(s) WITHOUT DISCUSSIONS with Offerors, but reserves the right to conduct discussions if determined to be necessary in the best interests of the Government. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint. DESCRIPTION OF REQUIREMENT: This solicitation is for the provision of all labor and expertise necessary to provide a General Purpose Decontaminant for Hardened Military Equipment (GPD-HME) in accordance with the requirements of this solicitation. The GPD-HME will provide thorough decontamination capabilities for tactical vehicles, shipboard surfaces, crew-served weapons and individual weapons exposed to chemical and biological agent contamination. Potential solutions for GPD-HME include, but are not limited to, liquid or solid concentrates that require dilution and solutions in ready-to-use form. The following product characteristics are desired: - Commercial products with the ability to remove/neutralize chemical contamination present on HME from a starting liquid challenge of 10.0 g/m2 to a Contact Exposure Level (CEL) of less than: -- Nerve G: 16.7 mg/m2 -- Nerve V: 0.78 mg/m2 -- Blister H: 100 mg/m2 - Commercial products with the ability to remove/neutralize chemical contamination present on HME from a starting liquid challenge of 10.0 g/m2 to Vapor Levels less than: -- Nerve G: 0.1 mg/m3 -- Nerve V: 0.04 mg/m3 -- Blister H: 0.1 mg/m3 - Commercial products with the ability to remove/neutralize representative Biological Agents from a starting challenge of greater than 1 x 108 Colony Forming Units (CFU)/m2 or Plaque Forming Units (PFU)/m2 to the following residual levels: -- Bacterial endospores: less than 100 CFU/m2 (6-log reduction) -- Vegetative bacteria: less than 10 CFU/m2 (7-log reduction) -- Viruses: less than 10 PFU/m2 (7-log reduction) - Commercial products capable of decontaminating Toxic Industrial Chemicals/Materials (TICs/TIMs), radiological contamination and/or Non-Traditional Agents (NTA). - Commercial products which may be applied to contaminated material/equipment surfaces by field expedient applicators, such as mops and brushes and capable of removing gross contamination within thirty (30) minutes following application. - Commercial products which are non-hazardous, non-flammable and inherently safe. Products that minimize hazards to both personnel and the environment, and that do not produce uncontrollable residual hazards during the decontamination process. - Commercial products which do not cause material/equipment degradation when used to decontaminate HME. - Commercial products which do not cause false positives/negatives for fielded tactical detectors. - Commercial products which do not degrade military relevant Individual Protection Equipment (IPE) or the effectiveness or ability of existing decontamination systems. - Commercial products which are efficacious for at least six (6) hours after being made ready for use and which have at least a five-year (5-yr) shelf life in storage. Each GPD-HME, in its designed configuration of components, must perform the functions necessary for successful completion of the GPD-HME mission, and meet all of the physical characteristic requirements in the Performance Specification (PSPEC) (Attachment 1). This includes decontaminating chemical and biological agents on HME to the specified efficacy levels and applicator compatibility, transportability, coverage area, etc. requirements. Potential solutions for GPD-HME include, but are not limited to, liquid or solid concentrates that require dilution and solutions in ready-to-use form. Applications of GPD-HME may be single or multiple, depending on vendor specifications. The unit of measure in this solicitation assumes a ready-to-use formulation and a single surface application. The units of measure in this solicitation are gallons (Gal) and 200 milliliter aliquots. If the Offeror proposes a non-liquid solution, the offeror must propose quantities that will convert to the quantity in gallons/aliquots specified in this solicitation, which shall convert into a ready-to-use product for a single surface application necessary to decontaminate equipment as specified in the PSPEC.
