Description
The Huntington District Corps of Engineers is procuring floating plant and land based exploratory drilling and instrumentation services required for various types of civil works projects assigned to Districts within the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division. The contractor shall furnish all supervision, labor, supplies, and materials to determine the type, nature, characteristics, and extent and condition of various materials located in the Great Lakes and Ohio River Division (CELRD) with the majority of the work planned for the Huntington District boundaries. Geographical boundaries for the Great Lakes and Ohio River Division include Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville, Pittsburgh Districts and work assigned to the Dam Safety National Mandatory Center of Expertise on a nationwide basis. If used outside the boarders of CELRD, the rates will be negotiated if necessary. The contract is awarded to the offeror whose proposal conforms to the solicitation and is within a technical/price competitive range as determined by the Contracting Officer and has been evaluated as most advantageous to the Government, all factors considered. All responsive proposals are evaluated utilizing the following key factors and related sub-factors which are listed in descending order of importance: (1) Past Performance on DOD and Other Similar Contracts, (2) Specialized Experience, (3) Ability to Provide Required Resources, (4) Management Plan, (5) Professional (Personnel) Qualifications, (6) Small Business Participation. Contract type is a Firm Fixed Price indefinite delivery contract and has been competitively negotiated. The not-to-exceed amount of this contract, including options, is $4,000,000.00. The NAICS code for this procurement is 541990, which has a size standard of $14 million in average annual receipts.
