Description
THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THE PURPOSE OF THIS SOURCES SOUGHT SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SOURCES FOR PLANNING PURPOSES ONLY FOR THE U.S. ARMY MEDICAL MATERIEL AGENCY (USAMMA), FORT DETRICK, MARYLAND. Pursuant to Federal Acquisition Regulation (FAR) Part 10, this RFI/Sources Sought Notice is issued to determine whether sources of commercial services exist to meet USAMMA's requirement and to assess the extent of competition to a competitive solicitation. Part A - Background Sick and wounded Soldiers with impaired lung function may require supplemental oxygen for life support. These patients are given supplemental quote mark medical grade quote mark oxygen administered either through a nasal cannula or the patient circuit of a ventilator. Previous developmental and direct procurement programs have resulted in the combat support hospital (CSH), forward surgical team (FST), and veterinary units being equipped with oxygen generating systems. These systems, even though they produce oxygen, are not suitable for all units requiring oxygen due to their size, weight, and power requirements. Medical and non-medical organizations such as the battalion aid station, medical company, and evacuation vehicles rely on size quote mark D quote mark oxygen cylinders. These cylinders, when empty, must be returned to a supporting medical logistics company or a commercial facility to be refilled and returned to the medical supply system for reuse. The CSH uses these cylinders as a back-up supply in patient care and treatment areas. Casualty evacuation to and patient transport within the hospital and between hospitals also require cylinder availability and use. Part B - Requirement USAMMA is seeking information regarding an FDA approved, or soon to be approved, airworthy portable electrically operated, small oxygen generator, essentially the same size as a quote mark D quote mark cylinder, which produces three liters per minute of oxygen whenever connected to a power source for use by medical professionals in the battlefield environment and other deployed settings. In addition, the generator must have battery back-up capability to allow the production of oxygen during short periods of casualty transport. Part C - Responses/Capabilities Statement Responses should address the following areas: 1. Identify business size in accordance with NAICS Code 333912, SAM Registry and Cage Code Number. 2. Interested firms should submit a capabilities statement (with additional sheets for diagrams as necessary) describing such device and the concept of use. Information will be reviewed pursuant to consideration for the development of a request for device to be tested. As such, any descriptions of clinical use or test and evaluation studies will be of use. For the purposes of this request for information, we anticipate that device will: a. Generate oxygen, USP 93+/-3% b. Will generate 3 liters per minute (lpm) c. Size and weight will be equal or similar to a quote mark D quote mark oxygen cylinder. d. Will operate on 110/220 VAC, 50/60 Hz or 10-20 VDC. e. Will have rechargeable battery capability 3. Interested firms should submit a capabilities statement (with additional sheets for diagrams as necessary) 4. Only electronic submissions (email with Microsoft Word 97-2003 attachments) will be accepted; maximum of 10 pages; font to be Times New Roman in regular 12 pitch. 5. The Government will not pay for costs associated with developing a response to this RFI/Sources Sought Synopsis. 6. Responses are to be e-mailed to Joy.d.kamara@us.army.mil to be received by close of business [3:30 PM EDT] July 31, 2013. NOTE - This synopsis is for informational and planning purposes only and is not to be construed as a commitment by the U.S. Government. Each response must reference the sources sought title: USAMMA Oxygen Generator Field Portable. All proprietary information should be marked as such. Responses will be held confidential if requested. Telephonic inquiries shall not be accepted. Availability of any formal solicitation will be announced under a separate announcement. PROPOSALS ARE NOT REQUESTED AT THIS TIME AND WILL NOT BE CONSIDERED.
