- (i) This is a combined synopsis/solicitation for services, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number 2113403Y6173J01002 applies, and is issued as a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61 (September 2012). (iv) The North American Industry Classification System (NAICS) code is 336611 and the business size standard is 1,000 employees for the requirement. U.S. Coast Guard Surface Forces Logistics Center intends to award a Firm Fixed Price Contract. (v) This synopsis/solicitation is issued pursuant to FAR 13.106-1(b),and the resultant purchase order will be awarded using simplified acquisition procedures in accordance with FAR 13. It is anticipated that a non-competitive sole source purchase order shall be awarded as a result of this synopsis/solicitation. It is the Government's belief that only Fairbanks Morse ALCO, and/or their authorized repair facilities, can obtain the required technical and engineering data, and genuine OEM parts, required to successfully repair these items. Concerns having the expertise and required capabilities to repair these items are invited to submit complete information discussing the same within 10 calendar days from the day this notice is posted. The information submitted must include a letter from the OEM verifying that the offeror is an authorized repair facility and verifying that the OEM will supply genuine OEM parts, or information demonstrating that these services have been satisfactorily provided to the OEM or Government in the past. PORT & STBD FUEL RACKS CGC CAMPBELL; SHIP PORT & STBD FUEL RACKS BACK TO OEM FAIRBANK MORSE ALCO STANDARDS. TO REPAIR PORT & STBD FUEL RACKS IN ACCORDANCE WITH MANUFACTURER SPECIFICATIONS, ALL PARTS MUST BE MANUFACTURED BY FAIRBANKS MORSE ALCO. ALL WORK MUST BE COMPLETED BY A FAIRBANK MORSE ALCO TECHNICAN. An inspection report shall be provided to the Coast Guard Contract Administrator after all work has been completed, which shall include: 1) a brief synopsis of the condition found, and how it was fixed 2) serial numbers, and part numbers of the item(s) being repaired, 3) mandatory and contingency replacement parts 1 JOB @ ___________________________ (i) Place of Administration: USCG Surface Forces Logistics Center, 2401 Hawkins Point Road, Baltimore, MD 21226. (ii) The following FAR clauses apply to this solicitation. Offerors may obtain full text versions of these clauses electronically at http://www.arnet.gov/far. FAR 52.212-1 Instructions to Offerors-Commercial Items (June 2008). 1. Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: a) company's complete mailing and remittance addresses, b) discounts for prompt payment if applicable c) cage code, d) Dun & Bradstreet number, e) Taxpayer ID number. f) Offerors shall submit no more than three relevant past performance history including: contract number, point of contact and the contact information. g)Offerors shall agree to the deliver condition that the vendor shall start the performance within 48 hours of notification by the government. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. If any offeror is registered in ORCA, verification by the applicable vendor is needed to evidence that the record is current and valid. (iii) 52.212-2 Evaluation-Commercial Items (Jan 1999). - The evaluation and award procedures in FAR 13.106 - 2 apply. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government price and other factors considered. The following factors shall be used to evaluate offeres: TECHNICAL EVALUATION FACTORS 1. OFFEROR SHALL HAVE ALL NECESSARY EQUIPMENT AND PARTS NEEDED TO PERFORM THIS SERVICE. 2. OFFEROR SHALL BE ABLE TO PROVIDE A REASONABLE TURN AROUND TIME The Government will award to lowest price technically acceptable based on the above Technical Evaluation. This Solicitation will be awarded on all or none basis. (iv) FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (Nov 2012) with Alt 1 included are to be submitted with your offers. (v) FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Nov 2012) applies to this acquisition.
