- The Product Manager for Airborne Reconnaissance and Exploitation Systems (ARES) at Aberdeen Proving Grounds Maryland has a need to identify potential sources capable of supplying the Government with Electro-Optical/Infrared (EO/IR) Sensors. This sources sought notice is posted for planning purposes only and shall not be considered as an Invitation for Bid, Request for Quotation, Request for Proposal or as an obligation on the part of the Government to acquire any products or services. Your response to this notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this notice or the Government use of such information. The Government reserves the right to reject, in whole or part, any contractor input resulting from this request. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Performance Work Statement, Statement of Objectives and/or Performance Based Specification(s). Parties responding to this notice are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for the information submitted in response to this notice. The Product Manager for ARES is conducting market research to determine the market for Electro-optic/Infrared (EO/IR) sensors to use on various airborne platforms, including aerostats, unmanned aerial systems and manned aircraft. In particular, the Government is interested in the ability of the market to provide EO/IR Sensors with the following minimum specifications: Weight: less than or equal to 200 lbs Dimensions: 21 quote mark (D) X 24.25 quote mark (H) 6 Sensor Payloads, to include: High Definition IR, High Definition Daylight Zoom, High Definition Daylight TV, Lowlight TV, Laser RF, and Laser Illuminator Digital MCU Enhanced Local Area Processing GEO Package with GPS Autotracker Hand Controller 5 Simultaneous EO/IR Digital and Analog Video Channels Embedded Metadata Moving Map Interface Operator Control Unit & Joystick GEO-Pointing interface Dual MIL STD 1553B Interface RCS Interface greater than supports 422 RCS Interface greater than supports Ethernet STRM Dedicated port with Streaming Metadata at 30 or 120 Hz KLV MetaData embedded in HD Digital Video Output Recommended Source Sought Response Format All material submitted in response to this notice must be unclassified. Interested parties possessing the ability to provide product outlined above are requested to provide a response in electronic format describing the product capabilities and should address the following items: 1. Company Name, Contact Name, Position, Telephone, E-mail, Company URL 2. Capabilities to provide products to include, but not limited to lead times, warranty, delivery costs. Provide sufficient documentation to support any claims that the product performance meets the minimum product specifications contained herein. 3. Corporate capabilities and company profile (i.e., company type, US or non-US ownership, Cage code, DUNs number, size and status as listed in the Central Contractor Registration). 4. Past and current customer information. Notice Administrative Information Responses are due on or before February 22, 2013. All interested firms that possess the capabilities and capacities addressed herein are encouraged to respond to the notice by providing the information specified below, on or before 1700 hours on February 22, 2013. Information is preferred in soft-copy form in either Microsoft Word and/or Microsoft PowerPoint. If a soft-copy cannot be provided, written information will be accepted. Information may be provided through mail, or via e-mail. Telephone or email requests for additional information will not be honored.
