- This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) Number SB1350-13-RQ-0179. The RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65, effective January 29, 2013. This acquisition is 100% set-aside for Small Businesses. The NAICS code for this acquisition is 541930. Offerors who are not Small Businesses under NAICS code 541930 shall not qualify for award of any purchase order resulting from this RFQ. The due date for receipt of offeror's proposal is 2:00 p.m. Eastern Time, Monday, February 25, 2013. Vendor proposal shall be sent by email to the attention of Jemal Williams at jemal.williams@nist.gov. ALL PROPOSALS SHALL BE SUBMITTED IN ENGLISH; failure to submit a proposal in English will result in the proposal not being considered. Vendors not registered in the System for Award Management (SAM) database at the time the requirement is to be awarded will not be considered. Vendors may register with SAM by accessing www.sam.gov. 1.0 BACKGROUND Since 1990, SABIT (Special American Business Internship Training Program) at the Department of Commerce (DOC) has provided business training to professionals from Eurasia. Providing a unique opportunity to facilitate cross-border cooperation with Eurasia, SABIT helps American organizations form relationships with potential customers, distributors, or partners, who can assist in facilitating profitable international transactions. As relationships of mutual trust are the most significant aspect of interactions between partners in joint ventures, contractual arrangements, or business relations in Eurasia, the linkages formed through SABIT serve as a basis for new business development, and often lead to tangible results. The Interpreter/Facilitator is an integral part of the SABIT team, interpreting and facilitating training sessions and meetings with U.S. organizations as part of the specialized industry programs sponsored and financed by SABIT, in addition to serving as a resource and emergency contact for participants from Eurasia outside of meetings and training sessions. 1.1 Mission and Goals The SABIT program has a requirement for numerous Expert/Consultants who shall provide Russian to English and English to Russian interpretation and facilitation services (hereunto defined as "Interpreter/Facilitator"). The Interpreter/Facilitator shall provide interpretation and facilitation services for the SABIT program meetings. Specific objectives have been defined with respect to the work outlined in this Statement of Objective: 1.1.1 Present SABIT in a positive manner to U.S. host organizations and Eurasian program participants by ensuring all scheduled events and meetings function smoothly, with a minimum of problems and interruptions. 1.1.2 Help SABIT meet its program objectives and performance measures by providing timely and high quality overall facilitation and interpretation of the program. 1.1.3 Identify strengths and weaknesses of the program, providing feedback to SABIT Program Officers, through final reports, meetings, and informal discussions that will enable SABIT to better meet the needs of both the U.S. Host Organizations and the Eurasian participants. 2.0 SCOPE The SCOPE of this procurement is to define the necessary requirements to ensure a high level of professional interpretation and facilitation within the SABIT programs Throughout the life of this contract, the contractor shall provide professional interpretation and facilitation support services to SABIT programs. 3.0 TASKS The contractor shall provide Russian to English and English to Russian interpretation and facilitation services for SABIT programs. The Interpreter/Facilitator will work in conjunction with another Interpreter/Facilitator as a team to provide the outlined services. 3.1 The Interpreter/Facilitator shall become familiar with the details of the SABIT Program including: 3.1.1 Expectations for conduct and behavior by visiting delegations during meetings, 3.1.2 Program officer expectations, 3.1.3 The overall goals for the particular program, 3.1.4 The program and travel schedules that will be provided to the Interpreter/Facilitator in advance of the program. 3.2 The Interpreter/Facilitator shall arrive with the delegation, ready to provide interpretation/facilitation services for all meetings and events. 3.2.1 Facilitation services include facilitation of all program logistics, including:  Meeting the group at the airport upon arrival and departure;  Escorting the group from the airport to the hotel and from the hotel to the airport;  Checking the delegations in and out of all hotels in all scheduled cities;  Escorting the group to and from all official meetings, receptions, site visits, and events;  Available 24 hours a day for emergencies;  Available to handle problems that arise in the course of each program. 3.3 The Interpreter/Facilitator, unless otherwise notified by the Contracting Officer's Representative (COR), shall be required to stay at the same hotel with each delegation for the duration of the program. 3.4 The Interpreter/Facilitator shall report to the Program Officer/COR every day that official meetings or events occur, either via e-mail or telephone. 3.4.1 In addition, he/she will contact the Program Officer/COR in the case of any emergencies or problems as soon as the situation allows. These emergencies and problems could include medical and/or travel emergencies, violations of program regulations and standards, and scheduling problems. 3.5 The Interpreter/Facilitator shall be responsible for providing the SABIT Program Officers and COR with a detailed written report on the substance and results of the program including participant feedback, or a translation of the participants exit questionnaires, no later than two (2) week after the program end date. Submitting either a report or a translation is up to the COR's discretion. 3.6 Interpreter/Facilitator must make his/her contact information available to all delegation members. 4.0 Deliverables Deliverables Due Date IPR Interpretation and Facilitation March 16 - April 6, 2013 Final report or translation of exit questionnaires April 20, 2012 Municipal Water Interpretation and Facilitation March 16 - April 13, 2013 Final report or translation of exit questionnaires April 27, 2013 Cold Chain Storage and Transportation Interpretation and Facilitation April 27 - May 11, 2013 Final report or translation of exit questionnaires May 25, 2013 Tourism Interpretation and Facilitation June 8 - 29, 2013 Final report or translation of exit questionnaires July 13, 2013 Hotel Management Interpretation and Facilitation June 8 - 29, 2013 Final report or translation of exit questionnaires July 13, 2013 Association Development Interpretation and Facilitation August 24 - September 14, 2013 Final report or translation of exit questionnaires September 28, 2012 Fruit and Vegetable Processing and Packaging Interpretation and Facilitation August 31 - September 28, 2013 Final report or translation of exit questionnaires October 12, 2013 5.0 CONFIDENTIALITY OF INFORMATION To the extent that the work under this order requires that the Contractor have access to Privacy Act information, i.e., social security numbers, confidential or proprietary business, technical, or financial information belonging to other private parties of the Government, the Contractor shall, after receipt thereof, treat such information as confidential and agree not to appropriate such information for its own use or to disclose such information to third parties unless specifically authorized by the COR in writing. U.S. host organizations, other Department of Commerce staff, and program participants 6.0 GOVERNMENT-FURNISHED RESOURCES Interpretation equipment 7.0 PERFORMANCE REQUIREMENTS Performance requirements in this order are expressed in the following manner: Each performance requirement will contain the following three elements. In each case, when taken together, these elements constitute a performance requirement. Performance Objective -A statement of the outcome or results expected in a specific task area. (These objectives a r e identified b e l o w) Performance Measures -The critical few characteristics or aspects of achieving the objective, that will be monitored by the Government, those things that the Government will be gathering data about. Each objective may have one or more measures. (These measures are identified below) Performance Expectations -The targeted level or range of levels of performance for each performance measure. (These expectations are identified below) If the contractor does not perform to the performance measures and expectations, DOC may terminate, in whole or in part, the o r d e r. The Contractor shall provide the following services. Performance Objective No. 1- The Interpreter/Facilitator shall become familiar with the details of the SABIT Program including Performance Measures Performance Expectation a. Compliance- 100% of work relates to the SABIT Program Performance Objective No. 2- The Interpreter/Facilitator shall arrive with the delegation, ready to provide interpretation/facilitation services for all meetings and events. Performance Measures Performance Expectation a. Timeliness and Compliance- 100% of work relates to interpretation/facilitation services for all meetings with delegation 7.0 SECURITY REQUIREMENTS: N/A 8.0 TRAVEL The Government will provide transport, lodging, and per diem for meals and incidental expenses at the GSA-determined rate for each Interpreter/Facilitator. The Federal Travel Regulations, Joint Travel Regulations (JTR), and Standardized Regulations as stated in FAR 31.205-46 will be used as a guide in determining reasonableness costs. 9.0 PERIOD OF PERFORMANCE March 16 - October 12, 2013 10.0 PLACE OF PERFORMANCE Washington, DC and three to four other U.S. cities per program ***INSTRUCTION TO OFFERORS Questions and Communications Questions concerning this solicitation must be submitted to jemal.williams, by February 20th, 2013 to allow a reply to reach all prospective offerors before the submission of their proposals. Any questions after the established due date may not be answered prior to the date that quotations are due. Each question should clearly specify the solicitation area to which it refers. Answers will be made available to the public as soon as practicable. ***EVALUATION CRITERIA: 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APRIL 2012) The Government will issue an order resulting from this request for quotation to the responsible Offeror whose quotation results as lowest price and technically acceptable. Quotations deemed technically unacceptable will not be considered further for award. *** Multiple purchase orders may be awarded depending on the type of conference, dates and the location: TECHNICAL PROPOSAL: Offerors will be evaluated based on their demonstrated experience and capability to accomplish the scope and tasks of the Performance Work Statement. Offerors are notified that: i. The Technical Proposal will be rated "acceptable" or "unacceptable" ii. Proposals are evaluated for acceptability but NOT ranked. iii. Tradeoffs are NOT permitted. iv. Proposals are NOT compared to each other on an "acceptable"/"unacceptable" basis. PERSONNEL CAPABILITY The personnel capabilities of the personnel proposed by the Offeror for this postion will be evaluated based on the extent to which they meet or exceed the qualifications identified in the position description, and on the extent to which the Offeror demonstrates their ability to provide the work required in the Performance Work Statement. In particular, personnel capabilities will be evaluated based upon the extent and quality of work experience, and professional development. A resume shall be submitted for the proposed personnel. PRICE PROPOSAL The Government anticipates individuals shall be needed for two (2) twenty-nine (29) day periods, and four (4) twenty-two (22) day period and one (1) fifteen day period to fulfill this requirement. This will amount to 161 days total. The price proposal must include a firm fixed price daily rate for interpretation/facilitation services. This daily rate should allow for any administrative/overhead expenses incurred to successfully fulfill the duties outlined in the Statement of Work. Administrative/overhead expenses include phone, PDA, Internet access charges, and computer use. Interpreter/Facilitator travel, while working for SABIT, will be arranged and paid for by Department of Commerce. Additionally, a per diem will be provided for travel days not in the metropolitan area of the interpreter/facilitator's residence as per paragraph 10 entitled Travel in the Statement of Work. The Interpreter/Facilitator will receive a Firm Fixed Priced flat-fee rate for satisfactory completion of the final report or translation of exit questionnaires for each session. Offerors price proposal must include the following: a. Daily rate for interpretation/facilitation services and administrative/overhead expenses. b. Price for final report or translation of exit questionnaires for each session. PAST PERFORMANCE The Offeror shall submit past performance information using the format provided., for items 1 through 7. The Offeror shall provide its past performance information, within the last three (3) years, sufficient to determine the Offeror's ability to perform the proposed scope of work. The Offeror's Past Performance will be evaluated based upon the Offeror's demonstrated knowledge and experience related to projects which are similar to the proposed statement of work. The past performance evaluation will be scored on a pass (satisfactory)/fail (unsatisfactory) basis depending on whether the firm has successfully performed similar work within the last three years. If the offeror has no past performance then they will be given a neutral rating. DOC/ITA will complete Item 8 of the Past Performance Information based on the information received from an Offeror's references. The Offeror should contact its references to inform them that DOE will contact them for a past performance reference check. The Offeror is to submit no more than three references.
