Description: The purpose of this amendment is to re-solicit the requirement. The bid schedule has been revised. Offer must now submit soil classification and gradation analysis with their proposal. See the revised synopsis below: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation. Solicitation No.W912DS-13-T-0008 is being issued as a Request For Proposal (RFQ) with the intent to award as a commercial acquisition. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-62. This procurement is 100% small business disaster area set-aside restricted to any small businesses that reside or primarily do business in Bronx County, Kings County, Nassau County, New York County, Orange County, Putnam County, Queens County, Richmond County, Rockland County, Suffolk County, Sullivan County, Ulster County and Westchester County, the geographic area included in the FEMA Major Disaster Declaration No. 4085-DR-NY. Proposals will NOT be accepted from firms that reside or primarily do business outside of that geographic area. The NAICS Code for this procurement is 423320 with a size standard of 100 employees. GENERAL: Material shall be clean fill earth screened and shall be free of extraneous materials such as, but not limited to: bricks, blocks, rocks (gravel and larger), Sand (as defined by the standard gradation triangle), tree limbs, stumps, roots, leaves, twigs, stems and other foreign elements and shall meet the residential use standards of 6 NYCRR, section 375-6.8(b). Fill material must be quote mark uncontaminated, quote mark per 6 NYCRR 360-7.1(c)(4), - not mixed or commingled with other solid waste at the point of generation, processing or disposal, and....not contaminated with spills of a petroleum product, hazardous waste or industrial waste. Contamination from spills of a petroleum product does not include asphalt or concrete pavement that has come into contact with petroleum products through normal vehicle use of the roadway EVALUATION AND SELECTION PROCEDURES. The area covered in this contract is Bronx County, Kings County, Nassau County, New York County, Orange County, Putnam County, Queens County, Richmond County, Rockland County, Suffolk County, Sullivan County, Ulster County and Westchester County, the geographic area included in the FEMA Major Disaster Declaration No. 4085-DR-NY.
