***********Amendment 10 *************** This amendment is issued to amend solicitation number SOL-CI-12-00059 for the Construction of a Heavy Duty Vehicle Test Cell at the US EPA National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, MI with the following information: 1. Based on questions from prospective offerors, the following clarification is given via this amendment to solicitation SOL‐CI‐12‐00059: Q1. The architectural drawings indicate a future inertia mass foundation in the pit to facilitate the installation of the future dyno. This mass foundation is not shown on the structural drawings and no information is provided in regards to this system. Is this inertia mass foundation a future item to be added like was done in Test Cell 511 and Cold Test Facility or is it base bid item. If so, please provide cut sheets for this item. A1. The inertia base will be added to the project later. (Contractor's should be working from the 12‐12‐12 "Bid Issue" documents and subsequent Addendums). Q2. Drawing S‐11, Section sump pit detail 3 ? S‐1 does not provide an elevation for depth/bottom of the pit or the concrete. Please provide this dimension. A2. The bottom of the sump pit should be 3' ‐0" below the finish pit floor line. 2. No other changes are made to the solicitation. *** End of Amendment 10 **** The U.S. Environmental Protection Agency (EPA), Office of Air and Radiation (OAR), Office of Transportation and Air Quality (OTAQ), National Vehicle and Fuel Emissions Laboratory (NVFEL), located at 2565 Plymouth Road, Ann Arbor, MI, has a requirement to construct an approximately 10,000 square-foot, one-story building addition to provide a chassis test cell to accommodate large Class 8 vehicles. The test cell will include a dynamometer pit with the capability to support future 4-wheel drive hybrid technology, space to soak an additional large vehicle, a road speed simulation fan, and other typical test cell features such as a control room and process/test equipment installations. The work will consist of minor building demolition/alternation; underground utility connections; site work and paving; concrete and structural steel construction; architectural building component installation; mechanical, electrical and plumbing work; and miscellaneous and specialized equipment i nstallation. The applicable NAICS code is 236220, Commercial and Institutional Building Construction, the size standard is $33.5M. A Firm-Fixed-Price contract will be awarded. The estimated construction contract price is under $6 million. Contract award will be made using best value methodology. In addition to price, the Government?s evaluation of proposals is expected to include assessment of each offeror?s management approach, past performance record on similar projects, and qualifications and availability of proposed key personnel. All non-price evaluation factors, when combined, are approximately equal in importance to price. This acquisition is being conducted as a competitive 8(a) set-aside in accordance with Section 8(a) of the Small Business Act and FAR Subpart 19.8. Competition is limited to 8(a) concerns that are serviced by the Michigan District Office of the U.S. Small Business Administration. All prospective offerors are required to be registered in the System for Award Management (SAM) system in order to be eligible for contract award. It is anticipated that the complete solicitation will be posted on or about November 30, 2012 on the World Wide Web (www.epa.gov).
