- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation includes the incorporated provisions and clauses in effect through Federal Acquisition Circular 05-65. The North American Industry Classification System (NAICS) Code for this procurement is 811219 with an SBA size standard of $19.0M and is NOT being conducted as a small business set-aside. EPA?s Office of Radiation and Indoor Air (ORIA), has a requirement for radioactive calibration standards at the National Air and Radiation Environmental Laboratory (NAREL) in Montgomery, Alabama. The laboratory is licensed by the Nuclear Regulatory Commission to receive, possess, and use the materials listed in this request. The following general requirements apply to these radioactive standards: 1. All standards must meet the requirements of ANSI N42.22 for traceability to an appropriate national standards laboratory, and each must be accompanied by a certificate of traceability that meets the requirements of ANSI N42.22. 2. Each standard must be accompanied by a certificate of calibration that lists the activity or emissions per second, and associated uncertainty, for each applicable radionuclide contained in, or ray emitted by, the standard. The confidence level used for uncertainty reporting must also be stated. For encapsulated filter standards, the thickness of the encapsulating material must also be stated on the calibration certificate. 3. Delivery must be FOB the NAREL in Montgomery, Alabama. All charges for packaging, shipping, handling, and insurance must be included in the fixed price for the standard. EPA will not separately pay shipping and handling charges. 4. Requested standards must be received within eight weeks after a purchase order is issued by EPA. 5. Each mixed gamma standard is to contain the following radionuclides in quantities (at time of calibration) that will result in the following approximate gamma emission rates per 1.33 microCuries of total activity. The total nominal activity of each standard is to be either approximately 0.67 or approximately 1.33 microCuries as specified for each standard. (SEE ATTACHMENT) 6. The standards shall have a minimum remaining shelf life of 9 months at the time of shipment. 7. The radioactivity in each standard shall be uniformly distributed, either in a simulated soil or water matrix in containers provided by EPA, or on sample collection media provided by EPA; however, certification of uniformity is not required: - For simulated water, the matrix shall be solid epoxy with a density between 0.9 and 1.15 g/cc. - For simulated soil, the matrix shall be solid epoxy with a density between 1.6 and 1.7 g/cc. - For nominal 2 inch diameter filter media, the radioactive material shall be uniformly deposited on a blank filter approximately 42mm in diameter provided by NAREL. The filter shall be encapsulated in plastic tape or film no thicker than 14 mg/cm2. The final finished diameter of the standard, including the encapsulating material, shall be no greater than 49mm. - For nominal 4 inch diameter filter media, the radioactive material shall be uniformly deposited on a blank filter approximately 3.5 inches in diameter provided by NAREL. The filter shall be encapsulated in plastic tape or film no thicker than 14 mg/cm2 for mixed gamma standards and 0.5mg/cm2 for single nuclide standards. The final finished diameter of the standard, including the encapsulating material, shall be 4.00 inches. 8. The EPA will provide empty containers and/or filter media for preparation of all standards. The schedule of mixed gamma standards required is as follows (SEE ATTACHMENT): The schedule of single nuclide standards required is as follows (SEE ATTACHMENT): The Government anticipates issue of a firm-fixed-price Purchase Order for this requirement. The anticipated start date for this requirement is March 1, 2013. Basis for Award: The Government will make award to the responsible firm whose quotation is most advantageous to the Government on a best value basis, price and other factors considered. The criteria for evaluation are as follows: 1. Technical capability: The contractor shall submit their standard operating procedure for this type of calibration method and a recent (within the past three years) calibration certificate. 2. Past performance: The contractor shall provide a list of contracts or orders for the purpose of past performance evaluation. The contractor may also provide other forms of documentation which provide information on the laboratory's past performance. Valid past performance is evidence of similar work accomplished within the past three years. Provide at least three sources of past performance including contract name and number and point of contact information. 3. Price. The contractor shall submit a firm fixed-price quote that is inclusive of all costs. Instructions: FAR 52.212-1 "Instructions to Offerors - Commercial" applies to this acquisition. Offerors are to include a copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: 52.212-4 "Contract Terms and Conditions - Commercial Items" and 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items", with the clauses cited further in this synopsis as being applicable.
