Marine Corps Systems Command PMM113.3 Crew Served Weapons 2200 Lester Street Quantico, VA 22134-6050 NAICS Code: 332812 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT M67854-13-I-1030 Gun Coating Information Requested: This is not a request for either a quote or proposal. This announcement is considered market research in accordance with Federal Acquisition Regulations (FAR) Part 10. The purpose of this synopsis is to identify qualified companies capable of performance on a solicitation for a high temperature coating for 60mm mortar barrels. The United States Marine Corps (USMC) Product Manager for Infantry Weapons (PdM IW) is seeking interested sources capable of supplying an ambient cure gun coating that can withstand operating temperatures up to approximately 1200 degrees Fahrenheit without insulating the barrel. The coating will be applied on top of an existing nickel-boron coating. The coating shall be capable of being applied with commercially available High Volume Low Pressure (HVLP) spray guns. The coating shall achieve full cure at ambient temperature in 120 hours or less. The coating shall be abrasive resistant, as tested on a Taber 5135 Abraser test machine, in accordance with ASTM D6037-96, using a 250g load at 60rpm. After 250 cycles of the Taber test, the coating shall produce a gloss reading of 6 units or less when measured by a Horiba Gloss Checker IG-331 (or similar gloss checker). Per FED-STD-595 the color of the coating should be 37031 (black or darker) or 30108 (brown or darker). The coating shall not emit toxic fumes when heated. Commercial and/or non-commercial companies with an existing coating capable of meeting the requirements above are encouraged and invited to submit to the contracting officer a brief capabilities package demonstrating ability to provide the requested items. This documentation shall address, as a minimum, the following: 1. Relevant experience to include experience in providing similar items within the last five years, including contract number, contract value, Government / Agency point of contact and current telephone number. 2. Company profile to include number of employees, office locations (s), DUNS number, CAGE Code. 3. Product brochures and pricing materials outlining specifications, to include a statement of capabilities, and warranties offered with pricing. Submission of a capabilities package is not a prerequisite to any potential future offerings but participation will assist the Government in tailoring requirements to be consistent with industry. This Request for Information (RFI) is for planning and informational purposes only and shall not be considered as any of the following: (1) a Request for Proposal (RFP), (2) an obligation on the part of the Government to issue a request for proposal, and/or (3) obligation on the part of the Government to acquire any products or services. No contract will be awarded from this announcement. Pursuant to FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Interested parties are solely responsible for all costs and expenses associated with their respective response to this RFI. The Government will not reimburse interested parties for any direct and/or indirect costs and/or expenses associated with their respective responses to this RFI, including, but not limited to any direct and/or indirect costs associated with any submission or information provided to the Government. Moreover, interested parties will not otherwise be entitled to any compensation associated with the Government's use of any submission or information provided by an interested party to the Government pursuant to this RFI. Furthermore, the information provided in this RFI is notional and may change. The Government is under no obligation to revise any aspect of this RFI should any information provided herein change. The Government will provide any additional information and issue any additional requests for information at its sole discretion. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. The Government does not assume any duty to contact a respondent and inquire whether any unmarked information submitted in response to this RFI is proprietary. Questions about the areas of interest are encouraged; however, TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Government will accept questions via email ONLY to the email address listed below. The cut-off date for questions is fourteen (14) days after issuance of this notice. Interested parties are encouraged to respond to this notice and should clearly indicate the specific areas they are interested in. Responses should indicate business status (i.e., large, foreign, small disadvantaged, veteran owned, minority owned, etc.) and any socio-economic considerations under NAICS Codes associated with the areas of interest described above. Information shall be submitted in electronic format (Only e-mail White Papers, Microsoft Office 2000 compatible format)--no DVDs/CDs or other hard copy allowed. Responses should be limited to a total of 15 pages not including brochures. Responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. Vendor responses shall also include a statement asserting to the commerciality of its product. The attached "Assertion of Commerciality" document or similar statements shall be provided. Responses to this RFI shall be e-mailed to Betty Cartis, Contract Specialist at betty.cartis@usmc.mil at the Marine Corps Systems Command, no later than March 5, 2013.
