Description
Cost Savings Measures Under the Western Pacific Program Annual Bulk Petroleum Purchase for Western Pacific and Middle East Regions Contracting Office Address: Defense Logistics Agency - Defense Logistics Agency Energy, 8725 John J. Kingman Road, Fort Belvoir, VA 22060-6222 Description: The Western Pacific Purchase Program covers the estimated three year bulk petroleum requirements under WESTPAC and Middle East Regions (F76, JA1, JP5, JP8, and RME180). The three year requirement is a first time procurement strategy under the subject program which has historically been solicited annually. The utilization of a long-term contract (LTC) acquisition strategy is being implemented to provide optimal customer support and to maximize potential savings in support of the Department of Defense's on-going initiative to Better Buying Power. Additional cost savings strategies include an increase in the minimum guarantee from 75% to 90% and use of the Reverse Auction. Delivery modes will be by tanker, barge, tanker truck, railcar and pipeline. FOB Destination tanker offers will not be accepted. These requirements may increase during the delivery period and be met by supplemental solicitations tied to SP0600-13-R-0077. Amendment 2 will be effective 1 March 2013 Quantity: 912,600,000 U.S. Gallons (USG), Purchase Program 1.1h Fuel Oil Intermediate (RME180), NSN: 9140-01-443-5048 International Standard ISO 8217, Issue 4, Publication dated June 15, 2010 Quantity: 16,200,000 U.S. Gallons (USG), Purchase Program 1.1a Delivery Period: Under Purchase Program 1.1a, 1.1c, and 1.1h, the delivery period is from January 1, 2014, through December 31, 2016, plus a 30-day carry-over period. The 30-day carry-over period allows for delivery of orders placed prior to the end of the ordering period.
