- J&A This is a NOTICE OF INTENT for the Government to award a Purchase Order to fund the data collection and analysis for an evaluation of the One Summer +PLUS program in Chicago. This Purchase Order will be under NAICS code 541720 to The University of Chicago Crime Lab and Urban Education Lab (UEL), located at 55 East Monroe 30th Floor, Chicago, IL 60603. The estimated period of performance is 12 months. This is a sole source requirement in accordance with authority citation, 10 U.S.C.2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies will satisfy the Agency's Requirements, as well as FAR 6.302-1(a)(2)(i), supplies or services may be considered to be available from only one source if the source has submitted an unsolicited research proposal that demonstrates a unique and innovative concept (see definition at 2.101), or, demonstrates a unique capability of the source to provide the particular research services proposed. For this requirement, The University of Chicago Crime Lab and Urban Education Lab is considered the only responsible source and no other supplies or services will satisfy the agency requirements. This service will be provided in Chicago, Illinois. THIS IS NOT A REQUEST FOR PROPOSAL, however, all responsible sources have until 21 February 2013, 11:30 a.m. to submit a capability statement, proposal, or quotation which shall be considered by the Department.
