Description
The Environmental Protection Agency (EPA), Office of Research and Development (ORD) National Health and Environmental Effects Research Laboratory (NHEERL) Western Ecology Division (WED) has a requirement to provide operations and maintenance of the facilities located in Corvallis and Newport, Oregon. The Environmental Protection Agency (EPA) intends to issue a solicitation for a successor contractor to furnish all necessary labor, management, supervision, personnel, transportation, equipment, and supplies to provide facilities maintenance and support services to operate and maintain the facilities located at 200 S.W. 35th Street; 1350 S.E. Goodnight Avenue; and 3731 S.W. Jefferson Way, Corvallis, OR 97333 and 2111 S.E. Marine Science Drive, Newport, OR 97365. The contractor shall maintain facilities and laboratory conditions required to conduct ongoing research without interruption. Facilities maintenance and support services shall be performed in accordance with the Satement of Work (SOW). The successor contractor shall perform all work in compliance with federal, state, and local environmental laws and regulations, and shall participate fully in the agency's environmental management system. EPA anticipates the award of a firm fixed-price contract with a cost reimbursable line item for a base period of performance of twelve (12) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty (60) months. The solicitation number is SOL-NC-13-00002 and is being issued as a Request for Proposal (RFP). The EPA has determined that this solicitation will be issued as a total small business set-aside with competition limited to small business concerns classified as such under the requirement's North American Industry Classification System (NAICS) Code. The NAICS Code for this procurement is 561210 - Facilities Support Services with a size standard of $35.5 million. To be eligible for c onsideration, small business firms shall have an average of no more than $35.5 million in annual gross income over the past 3 completed fiscal years. For informational purposes, this contract is a follow on to contract number EP-D-08-048 with Urban Services Group, Incorporated. The current contract is scheduled to expire on February 28, 2013. It is anticipated the Request for Proposals (RFP) will be issued on or about March 5, 2013 and proposals will be due 30 days after the RFP issue date. The resultant contract will be awarded in accordance with the solicitation procedures outlined in FAR Part 15, Contracting by Negotiation. Offerors will be asked to submit a technical and cost proposal for the contract, as well as relevant past performance information. All prospective offerors must be actively registered in the System for Award Management (SAM) at: https://www.uscontractorregistration.com/. All responsible sources categorized as a small business under the stated NA ICS Code may submit a proposal which shall be considered by the Agency. A site visit at the Corvallis and Newport, OR facilities is tentatively scheduled for March 12, 2013. Details will be included in the Request for Proposal. The announcement and details of the pre-proposal conference / site visit will be posted at the website referenced below. The solicitation and amendments will be available at http://www.epa.gov/oam/rtp_cmd. PLEASE NOTE: NO FURTHER SYNOPSIS OR INFORMATION WILL BE POSTED TO FEDBIZOPS.
