Description

This purpose of this synopsis is to provide notice of the Government ™s intent to solicit and negotiate with only one source, under the authority of FAR 6.302-1(a), to AMHERST SYSTEMS, INC. (A SUBSIDIARY OF NORTHROP GRUMMAN SYSTEMS CORPORATION). Please see attached Sole Source Justification. A solicitation is anticipated to be issued on March 11, 2013 to AMHERST SYSTEMS, INC. The Pacific Missile Range Facility (PMRF) requires a contractor to install Engineering Change Proposals (ECPs) on the Joint Threat Emitter (JTE) located at Andersen AFB in Guam through the issuance of a firm-fixed-price (FFP) non-commercial service contract. The anticipated Period of Performance (POP) is March 18, 2013 to June 17, 2013. Interested persons may identify their interest and capability to respond to the requirement or submit a quote. This notice of intent is not a request for competitive quotes. However, the Government will consider all quotes received within 15 calendar days after the date of publication of this synopsis. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
