- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified small business sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, Women-Owned Small Business, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code 522390 with a size standard of $7.0 million. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources. Only small business sources shall respond to this sources sought synopsis. Project Title: Loan Servicing Support Services Project Description: The purpose of this project is to obtain support for performing nationwide comprehensive loan servicing activities according to mortgage industry loan servicing standards. The major activities include acceptance of assignment and title review, initial loan and escrow setup, accounting functions, payment collection, disbursement of payments, foreclosure activities, bankruptcy activities, compliance monitoring, enforcement monitoring and preparation and recording of releases/satisfaction of mortgages. The objectives sought from this contract are: 1) Professional and experienced, effective, and comprehensive loan servicing for a variety of mortgage loans, notes and security instruments while maintaining a high standard of customer service; 2) Maximum recoveries from the loan portfolio at the earliest possibility; 3) Demonstrated effective risk management that identifies opportunities for reducing the primary or secondary portfolio; 4) Develop and maintain State-of-the-art web based technology that supports current and future HUD initiatives and requirements; and 5) Expanded Customer Service Support. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Failure to provide the mandatory required information in order for a preliminary assessment to be made will result in the effort being advertised for other types of competition. No solicitation document exists at this time. Therefore, requests for such documents without the mandatory requested information will be considered non-responsive and no further consideration will be made. This notice may represent the Government's only official notice of this procurement. Page limit: Maximum 15 pages (font size Times New Roman 11 or larger). A copy of the company capability statement will also be accepted (but not in place of the responses to the below questions). The anticipated period of performance is 12 months plus option years. After review of the responses received, a combined synopsis/solicitation may be published in the Federal Business Opportunities. Response to this notice must include company name, address, point of contact, size of business pursuant to the NAICS code, and must respond to the following questions: Mandatory Required Information (limited to 15 pages): 1. Is your business a small business under the NAICS code? 2. Does your firm qualify as a small disadvantaged business? 3. If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? 4. Are you considered a certified HUBZone firm? 5. Are you considered a woman-owned small business? 6. Are you a certified Service-Disabled Veteran-Owned or Veteran-Owned business? 7. Describe your experience with the following: (a) commercial and/or federal mortgage service lending (b) loss-mitigation (c) bankruptcy activities (d) Federal Credit Reform Act (e) Government-insured portfolios 8. Describe your proven capability to design tools and create or improve workflow processes and procedures to ensure knowledge transfer, increase efficiency, and clarity of roles and responsibilities. 9. Provide information on three service contracts for the same or similar type of service relating to loan servicing to include a reachable point-of-contact consisting of the person's name, phone number, title, and company name. Failure to provide reachable point-of-contacts so an acceptable preliminary assessment can be made will result in no further consideration. Also provide additional information concerning your company such as breadth of experience, office locations, subcontracting arrangements, small business category, etc. This is not a request for proposal and in no way obligates the Government to award any contract.
