Description
The Space and Naval Warfare Systems Center Pacific (SSC-PAC) is seeking to identify potential sources for the development of 5-kHz and 25-kHz control system assets for the JMINI CS Refresh. JMINI CS is a legacy system fielded in the mid-1990s to provide control of data and voice communications that use UHF Demand Assigned Multiple Access (DAMA) SATCOM satellites. The system is comprised of computers, radios and software that were current when the system was being developed. However, technology advances have posed significant issues concerning the supportability of obsolete hardware and software. Of particular concern is that even if the hardware could be maintained, the vendors no longer support the fielded computer equipment. The current equipment cannot handle required operating systems that allow for critical security enhancements. While it was anticipated that the system would reach end of life in 2015, research has shown that a number of operational systems will likely continue to rely on the JMINI CS until as late as 2033. It has also been determined that retrofitting operational equipment to accommodate modern control systems would be less economically sound than conducting a technical system refresh on JMINI CS. The intended end result will be a system providing the same functionality, reasonably maintainable through 2033, and acceptably secure in operation. See Attachment for RFI Requirements
