- List of Part Numbers, Description, and estimated quantity of spares to be procured The U.S. Air Force (USAF) intends to solicit and procure initial spare parts for the Essential Parts Replacement Program (EPRP). The part numbers, description, and estimated quantity of the spare parts to be procured are listed in attachment 1. This effort is for support of the Atmospheric Early Warning System (AEWS) AN/FPS-117 Long Range Radar system. The Government intends to award this requirement as a noncompetitive contract action to Lockheed Martin Corporation (LMC), MS2 Radar Systems, 497 Electronics Pkwy, Bldg. 5, Liverpool, NY 13088-6062 United States (CAGE: 03538). This will be accomplished via a modification to exercise options on contract FA8217-11-C-0005 which was awarded on 21 June 2011. This noncompetitive contract action is being taken under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency requirements. This is justified based on the fact that the Government does not have rights to the firmware used to program these parts as all rights to the firmware are proprietary to LMC. Award to any other vendor would result in unacceptable delays in fulfilling mission requirements and would result in substantial duplication of costs that are not expected to be recovered through competition. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency except that foreign participation is NOT permitted. It is anticipated that a solicitation will be issued on or about 08 March 2013 and contract award is anticipated to occur on or about 28 June 2013. The period of performance will be 12 months after contract award. Delivery will be to sites located in Alaska, Hawaii, Puerto Rico, Canada, and Hill AFB, UT. One or more of the items under this acquisition is subject to Free Trade Agreements. Respondents are requested to specify whether they are large business, small business, small disadvantaged business, 8(a) concern, women-owned SB, Hubzone SB, Veteran-owned SB, or Service-disabled veteran- owned SB, and whether U.S. or foreign-owned firm. The government does not have complete and adequate data, special materials, facilities, tooling, or test equipment which may be required in the performance of the contract.
